A general monthly Meeting of the local Council of the Municipality of St. Gabriel of Valcartier was held on Monday the 6th day of July, 1942, at the usual place of meeting at 8 P. M. in conformity with the Provisions of the municipal Code of the Province of Quebec; at which meeting were present Irven Jack, Mayor, Councilors Alex Pageau, Michael Corrigan, Percy Goodfellow and David McCartney, forming a quorum of said Council, under the presidency of the Mayor, the follow­ing resolutions were adopted:-

1- Moved by Councilor Michael Corrigan, seconded by Councilor David Mc­Cartney and resolved that this Council does authorize the Sec. Treas. to pay all bills up to date.

 2- Moved by Councilor David McCartney, seconded by Councilor Alex Pageau and resolved that this Council does authorize Mayor Irven Jack, to get a law­yer’s advice about closing the road from Valcartier to Notre Dame des Lauren­tides Line.

3 – Moved by Councilor Percy Goodfellow, seconded by Councilor Alex Pageau and resolved that this meeting does adjourn.

A Special Meeting of the local Council of the Municipality of St. Gabriel of Valcartier was held on Sat. the 11th day of July, 1942, at the usual place of meeting at 9 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present Irven Jack, Mayor, Councilors Wm. Hicks, Percy Goodfellow, Michael Corrigan, David McCartney, Alex Pageau and Kenneth McBain, forming a full quorum of said Council, the meet­ing being called to discuss building some more Roche Platte Road, under the presidency of the Mayor, the following resolutions were adopted:-

1 – Moved by Councilor Michael Corrigan, seconded by Councilor Percy Good­fellow and resolved that this Council do ask our Member, Mr. F. X. Bouchard, for 100% grant to build a bridge on the Roche Platte Road, also $500.00 dollars on 50% plan to continue building the Roche Platte Road.

2 – Moved by Councilor Percy Goodfellow, seconded by Councilor David Mc­Cartney and resolved that this Council does appoint Wilbur Montgomery, to oversee the building of the Roche Platte Road.

3 – Moved by Councilor Alex Pageau, seconded by Councilor Wm. Hicks and resolved that this meeting does adjourn.

AUGUST 3RD 1942 MUNICIPALITY OF ST. GABRIEL OF VALCARTIER, PRO. QUE.

A general monthly meeting of the local Council of the Municipality of St. Gabriel of Valcartier was held on Monday, the third day of August, 1942, at the regular place of meeting at 8 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present Irven Jack, Mayor, Councilors Michael Corrigan, Percy Goodfellow, Alex Pageau, and Wm. Hicks, forming a quorum of said Council, under the presidency of the Mayor, the following resolutions were adopted:-

 1- Moved by Councilor Percy Goodfellow, seconded by Councilor Alex Pageau and resolved that the Valuation Roll has been revised and accepted.

2 – Moved by Councilor Percy Goodfellow, seconded by Councilor Alex Pageau and resolved that this Council discontinue collecting taxes from Alex Pageau on Lot No. P. 894, as two men have the same land. Also Henry McKinley’s val­uation lowered from $5,000.00 to $3,750 and Jean Bte. Martel lot number to be changed from P 302, to P. 301.

3 – Moved by Councilor Michael Corrigan, seconded by Councilor Percy Good­fellow and. resolved that this Council do authorize the Sec. Treas. to pay all bills up to date.

4 – Moved by Councilor Wm. Hicks, seconded by Councilor Percy Goodfellow and resolved that this Council, at its next general meeting, to be held on Tuesday (Monday being Labor Day), the eighth of September, one thousand nine hundred and forty-two, will adopt a by-law to abolish and close the road known as the Stoneham Road.

 5- Moved by Councilor Wm. Hicks, seconded by Councilor Michael Corrigan and resolved that this meeting does adjourn.

SEPTEMBER 8TH, 1942, MUNICIPALITY OF ST. GABRIEL DE VALCARTIER, PRO. QUE.

A general Monthly meeting of the local Council of the Municipality of St. Gabriel of Valcartier was held on Tuesday, Sept. 8, (Monday being Labor day) 1942, at the usual place of meeting at 8 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present Irven Jack, Mayor, Councilors Percy Goodfellow, Kenneth McBain, Michael Corrigan David McCartney and Wm. Hicks, forming a quorum of the said Council under the presidency of the Mayor, the following resolutions were adopted:-

1 – Moved by Councilor Michael Corrigan, seconded by Councilor Kenneth McBain and resolved that this Council do authorize the Sec. Treas. to pay all bills up to date.

2 – Moved by Councilor Michael Corrigan, seconded by Councilor Percy Good­fellow and resolved that this Council do authorize the sec. Treas. to go to Quebec and get information concerning the Seigniorial rents on St. Ignace.

3 – Moved by Councilor Michael Corrigan, seconded by Councilor Wm. Hicks and resolved that this Council does pay the wages set by the department of Roads, on the money to be spent at 50% on Roche Platte Road; 30 cts. per hr. per man, 10 cts. per hr. per horse, and to pay an extra 5 cts. per hr. to the Overseer of the road.

4 – Moved by Councilor Wm. Hicks, seconded by Councilor Michael Corrigan and resolved that this Council do ask to have some repairs made on the gravel road through this Municipality, as it is in a very bad condition, and that the said repairs be made as soon as possible.

Under the presidency of the Mayor, it was ordained and resolved by bylaw of the Council as follows:-

Moved by Councilor WM. Hicks, seconded by Councilor Percy Goodfellow and resolved: That whereas, that portion of road, commonly known as the “Stoneham Road”, commencing on Lot No. 340, in the Fifth Concession and running in an easterly direction, through part of the Fifth Concession and Fief St. Ignace, until it strikes the line between the Municipality of St. Gabriel of Valcartier and the Municipality of Notre Dame des Laurentides, is no longer wanted by the public and that it is the general desire of the ratepayers that the said road be abolished and closed, and that it is not an outlet to the neighboring Municipality, and whereas

a Public Notice has been duly given that this Council would at this present meeting, adopt a by-law to close the said road, therefore the following by-law has been passed by the Council to wit:­

1 – The local Municipal Road, situated in the Municipality known as the “Stoneham Road“, and above described is hereby abolished and closed

as being of no public use.

 2- As soon as the present by-law shall come into force, the Road Inspector will provide for the closing of the said road with fences or gates, and the land of the said road will return to the lots from which it was detached, according to Article 467 of the Municipal Code.

 3- All by-laws, process Verbaux and resolutions of this Council concerning said abolished road are hereby repealed.

6 – Moved by Councilor David McCartney, seconded by Councilor Michael Corrigan and resolved that this Council accept the foregoing by-law

 7- Moved by Councilor Kenneth McBain, seconded by Councilor Percy Goodfellow and resolved that this meeting does adjourn.

A general monthly meeting of the local Council of the Municipality of St. Gabriel of Valcartier was held on Monday, Oct. 5th, 1942, at the usual place of meeting at P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present Irven Jack, Mayor, Councilors Alex Pageau, Percy Goodfellow, Michael Corrigan and David McCartney, forming a quorum of said Council, under the presidency of the Mayor, the follow­ing resolutions were adopted:-

1 – Moved by Councilor Percy Goodfellow, seconded by Councilor David McCartney and resolved that this Council does authorize the Sec. Treas. to pay Irven Jack; the sum of $80.00, (eighty dollars) that he paid to Quebec Machinery & Supply Co.

 2- Moved by Councilor Alex Pageau, seconded by councilor Percy Goodfellow and resolved that Council does authorize the Sec. Treas. to pay all bills to date.

 3- Moved by Councilor Michael Corrigan, seconded by Councilor Alex Pageau and resolved that this meeting does adjourn.

OCTOBER 17TH, 1942, MUNICIPALITY OF ST. GABRIEL OF VALCARTIER, PRO. Que.

A Special Meeting of the local Council of the Municipality of St. Gabriel of Valcartier was held on Saturday, Oct. 17th, 1942, at the usual place of meeting at 8 P. M. in conformity with the Provisions of the Municipal Code of the Pro­vince of Quebec; at which meeting were present Wm. Hicks, Pro-Mayor, Councilors Alex Pageau, Percy Goodfellow, Kenneth McBain, Michael Corrigan and David Mc­Cartney, forming a quorum of said Council. The meeting being called to discus borrowing money to pay the men working on the Roche Platte Road, also to buy gravel for said road, under the presidency of the Pro-Mayor the following resolutions were adopted:-

 1- Moved by Councilor David McCartney, seconded by Councilor Kenneth McBain and resolved that this Council do ask permission from the municipal Commission to borrow $2,000.00 dollars from the Canadian National Bank of Loretteville, for twelve months to pay the men and material for building the Roche Platte Road.

 2- Moved by Councilor David McCartney, seconded by Councilor Kenneth McBain and resolved that this Council do borrow $2,OOO.OO dollars from the Canadian National Bank of Loretteville for twelve months to pay the men and material for the building of the Roche Platte Road, and that Irven Jack, Mayor, and John C. Jack, Sec. Treas. be authorized to sign the note and transact all business for the Council.

3 – Moved by Councilor Percy Goodfellow, seconded by Councilor Alex Pageau and resolved that this Council does appoint Councilor Michael Corrigan, to see Oliver Douglas and arrange about gravel.

4 – Moved by Councilor Michael Corrigan, seconded by Councilor Alex Pageau and resolved that this meeting does adjourn.

NOVEMBER 2ND, 1942, MUNICIPALITY OF ST. GABRIEL DE VALCARTIER, PRO. QUE.

A general monthly meeting of the local Council of the Municipality of St. Gabriel de Valcartier was held on Monday the 2nd day of the month of November, 1942, at the usual place of meeting at 8 P. M. in conformity with the Provision of the Municipal Code of the Prov. of Que. at which meeting were present Mayor Irven Jack, Councilors Michael Corrigan, Percy Goodfellow, David McCartney, Alex Pageau, Kenneth McBain and Wm. Hicks, forming a full quorum of said Council under the presidency of the Mayor, the following resolutions were adopted:-

1- Moved by Councilor Michael Corrigan, seconded by Councilor Percy Good­fellow and resolved that this Council does authorize the Sec. Treas. to pay all bills up to date.

 2- Moved by Councilor Wm. Hicks seconded by Councilor Alex Pageau and re­solved that this Council do call for tenders for the keeping of the following portions of road for the winter of 1942-43.

The portion of road leading to Fairy Lake as far as Armand Rochette’s Gate.

The portion of road from Wilbur Montgomery’s house to the Wooden Bridge, which crosses the Jacques Cartier River.

The portion of road from the turn at the bridge to the Tewkesbury Line.

The portion of road from Irven Jack’s gate to the Stoneham Line.

3 Moved by Councilor Percy Goodfellow, seconded by Councilor David Mc­Cartney and resolved that this Council does write Henry Holton and offer him 5 cts. (five cents) per yard for his gravel & also to explain to him what the Govt. engineer says about his gravel pit.

 4- Moved by Councilor Kenneth McBain, seconded by Councilor Alex Pageau and resolved that this Council does authorize Councilor Wm.  Hicks to see Harry Loughran about gravel and to buy some from him if he sees fit.

NOVEMBER 16TH, 1942, MUNICIPALITY OF ST. GABRIEL DE VALCARTIER, PRO. QUE.

A Special Meeting of the local Council of the Municipality of St. Gabriel of Valcartier was held on Monday, Nov. 16th, 1942, at the usual place of meeting at 8 P. M. in conformity with the Provisions of the Municipal Code of the Prov. of Que. at which meeting were present Irven Jack, Mayor, Councilors Michael Corrigan, Percy Goodfellow, David McCartney, Alex Pageau and Wm. Hicks, forming a quorum of said Council under the presidency of the Mayor, the meeting being called to receive the tenders for the winter road keeping, to discuss the Cart­wright case, also to discuss the keeping of roads for motor vehicles, the following resolutions were adopted:-

1 Moved by Councilor David McCartney, seconded by Councilor Michel Corrigan and resolved that Thos. McBain be given the contract for Division of road lead­ing to Fairy Lake for the sum of $14.OO, and Thos. Kack be given the contract for Division of road from Wilbur Montgomery’s house to the Wooden bridge for the sum of $40.OO, and Colin Shea be given the contract for Division of road from the turn at the bridge to the Tewkesbury Line for the sum of $50.OO.

 2- Moved by Councilor Alex Pageau, seconded by Councilor Wm Hicks and re­solved that this Council request that the following roads be maintained during the winter of 1942-43 by the Minister of Roads or by any other person or persons authorized by the Minister of Roads in order to permit the use of motor vehicles Valcartier Road length, 3.488 miles.

3 Moved by Percy Goodfellow, seconded by Councilor David McCartney and re­solved that this Council do ask the Minister of Roads for some help in keeping five miles of the Fifth Concession Road open to permit the use of motor vehicles for the winter of 1942-43.

A regular monthly meeting of the local Council of the Municipality of St. Gabriel de Valcartier was held on Monday, Dec. 7th, 1942, at the usual place of meeting at 8 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present Mayor Irven Jack, Councilors Michael Corrigan, David McCartney, Percy Goodfellow, Kenneth McBain and Wm. Hicks, forming a quorum of said Council under the presidency of the Mayor the following resolutions were adopted:-

1 – Moved by Councilor Wm. Hicks, seconded by Councilor Michael Corrigan and resolved that this Council does accept Pat Corrigan’s Gravel pit at the price of $lOO.OO (one hundred dollars).

2 – Moved by Councilor Wm. Hicks, seconded by Councilor David McCartney and resolved that this Council does authorize the Mayor to make arrangements to pay the Cartwright bill in yearly installments covering a period of ten years.

 3- Moved by Councilor David McCartney, seconded by Councilor Kenneth McBain and resolved that this Council do levy a tax of $2.00 two dollars per hundred dollars on all taxable property to defray the expenses of 1943.

4 – Moved by Councilor Percy Goodfellow, seconded by Councilor David Mc­Cartney and resolved that this Council do send all arrears of 1939- 40 – 41 to the County Council to be collected and also to send the same ones as the School Board sends for collection.

A regular monthly meeting of the local council of the Municipality of St. Gabriel of Valcartier was held on Mon. January 4th, 1943, at the usual place of meeting at 8 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present Mayor Irven Jack, Councilors Alex Pageau, Wm. Hicks and David McCartney, forming a quorum of said Council under the presidency of the Mayor, the following resolutions were adopted:-

1. Moved by Councilor Alex Pageau, seconded by Councilor Wm. Hicks and re­solved that this Council do borrow $300.O0, three hundred dollars from the Canadian National Bank at Loretteville for three months, and that Irven Jack, Mayor, and J. C. Jack, Sec. Treas. be authorized to sign the note.

2 – Moved by Councilor David McCartney, seconded by Councilor Alex Pageau and resolved that this Council do authorize the Secretary to pay all bills to date

 3- Moved by Councilor Wm. Hicks, seconded by Councilor Alex Pageau and re­solved that this Council do ask the Dept. of Health to accept payment on the hospitalization bill of Wm. Cartwright at $lOO.OO, one hundred dollars per year.

4 – Moved by Councilor David McCartney, seconded by Councilor Alex Pageau and resolved that this Council do authorize Wm. Hicks to hire a Snow-go to clear the 5th Concession Road when necessary, payable monthly.

A meeting of the Electors of the Municipality of St. Gabriel of Valcartier  held on Wednesday, the I3th day of the month of January, 1943, at the Council Room at 10 A. M. for the purpose of nominating a new Mayor to take the place of Irven Jack, and three new Councilors to take the Place of Wm. Hicks, David McCartney and Michael Corrigan.

Moved by Cecil McBain and seconded by Wallace Jack, that Irven Jack be re-elected Mayor, and that David McCartney, Wm. Hicks and Michael Corrigan be re-elected Councilors.

As there was no opposition to the motion, I, the undersigned Presiding officer, do declare the meeting at an end & the afore-mentioned candidates duly elected for the ensuing term of office.

A regular monthly meeting of the local Council of the Municipality of St. Gabriel de Valcartier was held on Monday, Feb. Ist 1943, at the usual place of meeting at 8 P. M. in conformity with the Provisions of the Municipal Code of the Prov. of Que. at which meeting were present Mayor Irven Jack, Councilors Wm. Hicks, Percy Goodfellow, Alex Pageau, Kenneth McBain and David McCartney, forming a quorum of said Council under the presidency of the Mayor, the following resolutions were adopted:-

 1- Moved by Councilor Percy Goodfellow, seconded by Councilor David Mc­Cartney and resolved that this Council accepts the Government’s offer of a grant according to the cost of maintaining five and one half miles of road in the Fifth Concession during winter of 1942-43. No grant will be paid for the initial expense of $50.00 per mile. The grant will apply only on the expense above $50.00 per mile, provided that it shall not exceed $50.00 per mile.

 2- Moved by Councilor Kenneth McBain, seconded by Councilor Percy Goodfellow and resolved that Council do authorize the Secretary to pay the bills as follows Wm. Hicks, $60.00, snow fences $57.60, Que. Power $8.l9.

3 – Moved by Councilor Wm. Hicks, seconded by Councilor David McCartney and resolved that this Council do send J. C. Jack, Sec. Treas. M. C. to Quebec to see their lawyer, (Ross Drouin) about Pierre Bibeau’s claim for $50.00, on account road not being opened.

 4. Moved by Councilor Percy Goodfellow, seconded by Councilor Alex Pageau and resolved that this Council do appoint Fred Kack as Councilor to replace Michael Corrigan, whose resignation has been accepted.

A regular meeting of the local Council of the Municipality of St. Gabriel of Valcartier was held on Monday, Apr. 5th 1943. at the usual place of meeting

at 8 P. M. in conformity with the Provisions of the Municipal Code of the Prov. of Que. At which meeting were present Mayor Irven Jack, Councilors David Mc­Cartney, Wm. Hicks, Kenneth McBain and Alex Pageau, forming a quorum of said Council under the presidency of the Mayor, the following resolutions were adopted

 1- Moved by Councilor Wm. Hicks, seconded by Councilor Kenneth McBain and resolved that this Council do send the Secretary to see Lawyer Ross Drouin, about the summons from Dorion and Doiron concerning Pierre Bibeau.

 2- Moved by Councilor Kenneth McBain, seconded by Councilor Alex Pageau and resolved that this Council do pay to Pat Corrigan the sum of one hundred dollars, ($lOO.00) for his gravel pit as soon as the deed is passed.

Hicks, seconded by Councilor David McCartney and resolved that this Council do authorize the Secretary to pay the following bills Horse Road – $88.55, Fifth Concession Horse Road $88.55, Service des Machineries Inc. $195.00, Minister of Roads $217.OO, Minister of Health and Social Welfare $27.45.

M. in conformity with the Provisions of the Municipal Code of the Prov. of Que. at which meeting were present Mayor Irven Jack, Councilors David McCartney, Percy Goodfellow, and Alex Pageau, forming a quorum of said Council under the presidency of the Mayor, the following resolutions were adopted;

 1- Moved by Councilor Alex Pageau, seconded by Councilor David McCartney and resolved that this Council do pay the following bills: Que. Power $8.l9, Fifth Concession Road $59.85, J. C. Jack, trip to Que. $3.00.

A regular meeting of the local Council of the Municipality of St. Gabriel of Valcartier was held on Monday, June 1st, 1943, at the usual place of meeting at 8 P. OCTOBER 6, 1943 MUNICIPALITY OF SAINT GABRIEL DE VALCARTIER PROVINCE OF QUÉBEC

A special monthly meeting of the local Council of the municipality of Saint Gabriel Valcartier was held on Monday October the 6th 1943, at 8 p.m. at the usual of meeting in conformity with the provisions of the municipal code of the province of Québec, at which meeting were present Mayor Irvin Jack, counselors Fred Kack, David McCartney and Alex Pageau, forming a quorum of said council, under the presidency of the mayor.  The following resolutions were adopted;

Municipality of Saint Gabriel Valcartier-At a special meeting of the municipal Council of Saint Gabriel of Valcartier, held at the place where its sittings are usually held on the sixth day of October, one thousand nine hundred and forty three, at eight o’clock in the evening, at which meeting were present, the mayor Irvin Jack, and counselor Fred Kack, David McCartney and Alex Pageau, forming a quorum of said council under the presidency of the mayor;

It is moved by counselor Fred Kack, seconded by councilor Alex Pageau and resolved that this council requests that the following roads be maintained during the winter of 1943-44 by the minister of roads or by any other person or persons authorized by the minister of roads in order to permit the use of motor vehicles. Valcartier Road, 3.488 M.  The Corporation agrees to pay as soon as the Department of roads presents an invoice, a contribution of $125.00 per mile of Road to maintain, and shall not be entitled to any deduction, where in case owing to violence of storms, traffic shall be interrupted for certain periods.  The Corporation  authorizes the Department of roads to install snow fences at all places where he deems necessary.  The Corporation assumes, moreover, all responsibility for damage that may be caused, to anyone whatsoever by the removal and projection of snow or by the installation of snow fences on private properties.

2-Moved by Councilor David McCartney, seconded by Councilor Alec Pageau and resolved that this council does authorize the secretary-treasurer to pay the following bills; Québec power company, $8.19, Jack Lavallee $2.40.

A special meeting of the local Council of the municipality of Saint Gabriel de Valcartier was held on Thursday, October the 14th 1943, at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec, at which meeting were present Mayor Irven Jack, counselors Percy Goodfellow, Alex Pageau and Kenneth McBain, forming a quorum of said Council under the presidency of the Mayor.  The meeting being called to discuss the wages for work on the Roche Platte Road.  The following resolutions were adopted .

The special meeting of the local Council of the municipality of Saint Gabriel Valcartier was held on Monday, November the 15th 1943, at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec; at which meeting were present Mayor Irvin Jack, Councilor is David McCartney Alex Pageau, Percy Goodfellow and Kenneth McBain, forming a quorum of said Council under the presidency of the mayor.  The meeting being called to receive the tenders for the winter road keeping and to discuss the snow-go road.  The following resolutions were adopted;

1-Moved by Councilor Percy Goodfellow, seconded by counselor Kenneth McBain and resolved that Thomas McBain be given the contract for the portion of road leading to Fairy Lake for the summer off $17.00 That Thomas Kack be given the contract for the portion of road from Wilbur Montgomery’s house to the wooden bridge for the sum of $59.00.  That Colin Shea be given the contract for the portion of road from the turn at the bridge to the Tewkesbury line for the sum of $80.00.

A General monthly meeting of the local Council of the municipality of Saint Gabriel of Valcartier was held on Monday, December 6, 1943 at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec; at which meeting were present Mayor Irven Jack, Councilor Alex Pageau, David McCartney, Percy Goodfellow and Kenneth McBain, forming a quorum of said Council under the presidency of the Mayor, the following resolutions were adopted;

1-Moved by Councilor Percy Goodfellow, seconded by Councilor David McCartney and resolved that this Council does accept the governments offer of a grant, according to the cost of maintaining the 5th concession road, 5 ½ miles during the winter off 1943 and 44 .

2-Moved by Councilor Alex Pageau seconded by Councilor Percy Goodfellow and resolved that this council-approve and confirm the assignment of Monies receivable in favor of the National Canadian bank, signed September the 16th 1943, by the Mayer, Irven Jack, regarding the amount placed at the disposal of our council by the honorable minister of roads, provincial government of Québec, representing 75%, but not exceeding $1,500 for the improvement of the Roche Platte Road.

3- Moved by Councilor Kenneth McBain, seconded by Councilor Alex Pageau and resolved that this Council do authorize the Secretary to pay all bills to date and to finish paying for the Roche Platte improvements.

A regular meeting of the municipal Council of Saint Gabriel Valcartier was held on Monday, April 3, 1944 at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec.  At which meeting were present . Mayor Irvin  Jack counsellors Fred Kack Colin Brown, James McLaughlin and William Hicks, forming a quorum of said Council under the presidency of the Mayor, the following resolutions were adopted;

1-Moved by counsellor Colin Brown, seconded by counsellor James McLaughlin and resolved that we appoint Fred Kack to look after the new gravel road in Roche Platte, and see that it is dragged and put into good shape.

2-Moved by counsellor James McLaughlin, seconded by counsellor Colin Brown and resolved that the Secretary be authorized to pay the following bills; Québec power, $8.19.  County Counsel $7.88.  A. P. Robitaille $25.90.

3-Moved by counsellor Fred Kack, seconded by counsellor William Hicks and resolved that this council does accept the Auditor’s report for the year 1943.

4-Moved by counsellor William Hicks, seconded by counsellor Fred Kack and resolved that in cooperation with the councils of the surrounding districts, we the municipal Council of Saint Gabriel of Valcartier, do wish to request the Department of roads, to change the Charlesbourgh road, so as to eliminate the two hills by the Union Quarry.

5-Moved by counsellor James McLaughlin, seconded by counsellor Colin Brown and resolved that we appoint Mr. A. P. Robitaille, auditor for the year 1944.

JUNE 14TH 1944 MUNICIPALITY OF SAINT GABRIEL OF VALCARTIER PROVINCE QUÉBEC

A special meeting of the local Council was held on Wednesday June the 14th 1944 at a p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec; at which meeting were present, Mayor Irvin Jack, counsellors Fred Kack, Colin Brown, Alex Pageau and Jim McLaughlin, forming a quorum of said Council under the presidency of the Mayor, the following resolutions were adopted;

1-Moved by Councilor Jim McLaughlin, seconded by Councilor Fred Kack and resolved that this Council do ask our member, Mr. F. X. Bouchard, for $1500.00 at 75% to continue the Roche Platte Road.

2-Moved by Councilor Colin Brown, seconded by Councilor Alex Pageau and resolved that this Council does accept the government offer of $1500.00 to be spent on the Roche Platte Road at 75% .

The special meeting of the local Council was held on Thursday October the fifth 1944 at 8 p.m. at the usual place a meeting in conformity with the provisions of the municipal code of the province of Québec at which meeting were present Mayor Irven Jack. counsillors Jim McLaughlin, Fred Kack, Colin Brown, Alex Pageau, David McCartney and William Hicks, forming a full quorum of said Council under the presidency of the Mayor, the following resolutions were adopted;

1-Moved by Councilor Fred Kack, seconded by Councilor Jim McLaughlin and resolved that the secretary-treasurer pay the Québec power light Bill $8.19.

 NOVEMBER 6, 1944 MUNICIPALITY OF SAINT GABRIEL OF VALCARTIER PROVINCE QUÉBEC .

A regular meeting of the local Council was held on Monday November the sixth 1944 . at 8 p.m. at the usual place of meeting, in conformity with the provisions of the municipal code of the province of Québec; at which meeting were present Mayor Irvin Jack, counsellors Alex Pageau, David McCartney, Jim McLaughlin, William Hicks and Colin Brown, forming a quorum of said Council under the presidency of the Mayor, the following resolutions were adopted;

1-Process verbal of a meeting of the municipal Council of the Corporation of Saint Gabriel of Valcartier, held at Valcartier this 14th day of the month of June 1944.

Whereas this Corporation has obtained from the Department of roads a subsidy representing 75% of the estimate prepared by its engineers for the improvement of the following road, Roche Platte road.  Whereas the improvement work of above-mentioned road, authorized by this Council at its meeting of June the 14th has been executed.

Whereas a final report of expenses incurred has been submitted to this Council.  It is resolved that this Corporation approve the work done on above-mentioned road as well as the final report of expenses as submitted.

That a copy of the present resolution attested by the secretary-treasurer of the council be transmitted to the Department of roads, with a request to kindly expedite the payment of the aforesaid subsidy.

Unanimously adopted this sixth day of the month of November,19 44.

2-The portion of rode from Wilbur Montgomery’s house to the bridge that crosses the Jacques Cartier River.

3-The portion of road from the turn at the bridge to the Tewkesbury line.

4-Also the road known as the Stoneham Road, from Irven Jack’s gate to the Notre Dame Des Laurentides line.

A special meeting of the local council was held on November the 20th 1944, at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec at which meeting were present Mayor Irve Jack, counsilors Colin Brown, William Hicks and David McCartney, forming a quorum of said Council.  The meeting being called to receive the tenders for the winter road keeping, also to discuss snow-go roads, under the presidency of the Mayor the following resolutions were adopted;

1-Moved by Councilor Colin Brown, seconded by Councilor David McCartney and resolved that Alex J. Robinson, be given the contract of the portion of road from Wilbur Montgomery’s to the bridge across the Jacques Cartier River for the sum of $58.00, and Collin Shea be given the contract for the portion of road from the bridge to the Tewkesbury line for the sum of $124.00 and to have his contract signed before he starts work.

DECEMBER 4, 1944, MUNICIPALITY OF SAINT GABRIEL OF VALCARTIER PROVINCE OF QUÉBEC .

A regular meeting of the local council was held on December the 14th 1944 at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec at which meeting were present Mayor Irven Jack, counsilors Alex Pageau, Collin Brown, David McCartney and William Hicks, forming a quorum of said Council under the presidency of the Mayor, the following resolutions were adopted;

1-Moved by Councilor William Hicks, seconded by Councilor Alex Pageau and resolved that this council request that the following roads being maintained during the winter of 1944 and 45, by the minister of roads or by any other person or persons authorized by the Ministry of roads in order to permit the use of motor vehicles.  Valcartier roads, 3.488 miles.  The Corporation agrees to pay as soon as the Department of road presents an invoice, the contribution of $125.00 per mile of road maintained and shall not be entitled to any deductions in cases owing to violence of storms, traffic shall be interrupted for certain periods.  The Corporation authorizes the Department of roads to install snow fences at all places where it deems necessary.

2-Moved by Councilor Colin Brown, seconded by Councilor David McCartney and resolved that this council does accept the governments offer of a grant . according to the cost of maintaining 5 ½ miles of road in the fifth concession during the winter of 1944 – 1945.

3-Moved by Councilor Colin Brown, seconded by Councilor David McCartney and resolved that the secretary-treasurer pay the Québec Power company light bill $6.28, also all work done on the Roche Platte Road.

4-Moved by Councilor Colin Brown, seconded by Councilor Alex Pageau and resolved that this council do levy a tax of $2.00  per hundred dollars on all taxable property to defray the expenses of this municipality for the year 1945.

5-Moved by Councilor David McCartney, seconded by Councilor Colin Brown and resolved that this council does give the keeping of 51/2 miles road in the fifth concession to be kept open for motor vehicles to Mr. Ste. Marie, $5.00 per hour for a snowplow, $7.00 per hour for a snow-go.

6-Moved by Councilor Colin Brown, seconded by Councilor David McCartney and resolved that this council do appoint Alex Pageau to look after the snow machinery for the 5th concession Road, any expenses to be paid by the council.

A meeting of the electors of the municipality of Saint Gabriel of Valcartier was held on Wednesday, the 10th day of the month of January 1945 at the Council Room at 10 a.m. for the purpose of nominating the Mayor to take the place of Irven Jack and three councillors to take the place of William Hicks . MAY  7TH 1945 MUNICIPALITY OF SAINT GABRIEL OF VALCARTIER PROVINCE QUÉBEC

A regular meeting of the local council was held on Monday seventh May 7 at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec at which meeting were present Mayor Irvin Jack counsilors Tom Robinson, Colin Brown, David McCartney, Alex Pageau, Jim McLaughlin and Nelson McBain, forming a full quorum of said Council under the presidency of the mayor, the following resolutions were adopted;

1-Moved by counsellor Colin Brown, seconded by counsellor Tom Robinson and resolved that this Corporation requests the government of the province of Québec to maintain and repair in future at its own expense, in conformity with the roads act, the following improved roads.  Tewkesbury Range 5th, gravelling 1692 feet.

2-Moved by counsellor Alex Pageau, seconded by counsellor Nelson McBain and resolved that this Council does offer, Leopaul Rheaume $10.00 to settle his claim for $20.00 concerning Stoneham Road.

3-Moved by counsellor David McCartney, seconded by counsellor Alex Pageau and resolved that this Council does authorize the Mayor Irvin Jack, to sign the papers to pay $15.00 a day to help James Robinson.

4-Moved by counsellor Alex Pageau, seconded by counsilor Nelson McBain and resolved that this meeting does adjourn.

JUNE 4TH 1945 MUNICIPALITY OF SAINT GABRIEL OF VALCARTIER PROVINCE QUÉBEC

A regular monthly meeting of the local council was held on Monday June the fourth 1945 and 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec; at which meeting were present Mayor Irvin Jack, counsilors Tom Robinson, Jim McLaughlin, and Nelson McBain, forming a quorum of said Council under the presidency of the Mayor, the following resolutions were adopted;

1-Moved by counsilor Nelson McBain seconded by counsilor Jim McLaughlin and resolved that the secretary pay the following bills; Quebec Power $16.37 road work for the month of May $34,80  Leopaul Rheaume $10.00 Winter keeping of Village Road, $436.00

2-Moved by Councilor Jim McLaughlin seconded by Councilor Nelson McBain and resolved that this council will pay the seignorial rent for Saint Ignace to the national syndicate at the 11th of November, each year.

JULY  3RD 1945 MUNICIPALITY OF SAINT GABRIEL OF VALCARTIER PROVINCE QUÉBEC .

A regular meeting of the local council was held on Tuesday July the third 1945, at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec; at which meeting were present Mayor Irven Jack, counsilors, Tom Robinson, Colin Brown, David McCartney, Jim McLaughlin and Nelson McBain, forming a quorum of said Council, under the presidency of the Mayor, the following resolutions were adopted;

1-Moved by Councilor Jim McLaughlin, seconded by Councilor Nelson McBain and resolved that the secretary pay the following bills; road work $16.80 County Council $7.87  insurance $58.00 .

2-Moved by Councilor Jim McLaughlin, seconded by Councilor Nelson McBain and resolved that the secretary notify the valuators to value all new buildings in this municipality as soon as possible.

AUGUST THE SIXTH 1945 MUNICIPALITY OF SAINT GABRIEL OF VALCARTIER PROVINCE QUÉBEC .

A regular meeting of the local council was held on Monday, August the sixth 1945, at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec at which meeting were present Mayor Irvin Jack, counsellors, Tom Robinson, Colin Brown, Alex Pageau, Jim McLaughlin, and Nelson McBain, forming a quorum of said Council under the presidency of the Mayor, the following resolutions were adopted;

1-Moved by Councilor Jim McLaughlin, seconded by counsilor Nelson McBain, and resolved that the secretary pay the following accounts-roadwork $68.70 Québec power $16.37 .

2-Moved by Councilor Jim McLaughlin, seconded by Councilor Colin Brown and resolved that this council does declare the valuation roll revised and amended for this year.

3-Moved by Councilor Nelson McBain, seconded by Councilor Alex Pageau and resolved that this council does pay J. C. Jack, secretary treasurer the sum of $125.00 a year, payable monthly, also $0,42 per month for the last four months of 1944.

4-Moved by Councilor, Tom Robinson, seconded by Councilor Jim McLaughlin and resolved that the secretary treasurer send a registered bill of taxes to Les Freres Maristes de Québec.

SEPTEMBER 4, 1945, MUNICIPALITY OF SAINT GABRIEL OF VALCARTIER PROVINCE QUÉBEC

A regular meeting of the local council was held on Tuesday, September 4, 1945 at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec at which meeting were present Mayor Irvin Jack counsellors, Tom Robinson, Colin Brown, Jim McLaughlin, and Nelson McBain, forming a quorum of said Council . under the presidency of the Mayor the following resolutions were adopted;

1-Moved by Councilor Colin Brown, seconded by counsellor Thomas Robinson and resolved that this council does ask the road apartment for a grant off . $1000.00 at 75% to continue the Roche Platte Road,

2-Moved by Councilor Nelson McBain, seconded by Councilor Jim McLaughlin and resolved that this council would like to buy 500 tons of gravel from union des Carrieres & Pavages Ltd.

3-Moved by Councilor Colin Brown, seconded by Councilor Nelson McBain and resolved that this meeting does adjourn.

SEPTEMBER 24, 1945 MUNICIPALITY OF SAINT GABRIEL OF VALCARTIER PROVINCE QUÉBEC

A special meeting of the local council was held on Monday September the 24th 1945 at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec at which meeting where President Mayor Irvin Jack, counsellors, Thomas Robinson, Colin Brown, David McCartney, Jim McLaughlin Alex Pageau and Nelson McBain, forming a full quorum of said Council under the presidency of the Mayor, the meeting being called to discuss continuing work on Roche Platte Road, the following resolutions were adopted;

1-Moved by Councilor David McCartney, seconded by Councilor Alex Pageau and resolved that this council does accept the governments offer of $750.00 at 50% to be spent on Roche Platte Road.

2-Moved by Councilor Jim McLaughlin, seconded by Councilor Colin Brown and resolved that this council does continue work on Roche Platte Road, with the government grant of $750.00 at 50% and to pay the men the wages set by the government, but pay the men one hour more per day. 

3-Moved by Councilor Nelson McBain, seconded by Councilor Alex Pageau and resolved that this council, does appoint Robert J. Douglas to oversee the building of Roche Platte Road and that we pay him five cents an hour more than the men.

4-Moved by Councilor Jim McLaughlin, seconded by Councilor Thomas Robinson and resolved that this council does ask permission from the municipal commission to borrow $1500.00 from the Canadian national Bank at Loretteville for 12 months to pay the men and material for building Roche Platte Road.

5-Moved by Councilor Colin Brown, seconded by Councilor Nelson McBain and resolved that this council wishes to borrow $1500.00 from the Canadian national Bank at Loretteville for 12 months to pay the men and material for building Roche Platte Road.  And that Irvin Jack Mayer and J. C. Jack secretary treasurer be authorized to sign the note for $1500.00 and transact all business for the council.

6— Moved by Councilor Colin Brown, seconded by Councilor Nelson McBain and resolved that this council approve and confirm the assignment of monies receivable in favour of the Canadian national Bank, to be signed by the Mayor Irvin Jack and the secretary treasurer John C. Jack, regarding the amount placed at  the disposal of our council by the honourable minister of roads, provincial government of Québec, representing 50%, but not exceeding $750.00 for the improvement of Roche Platte Road.

OCTOBER 1, 1945 MUNICIPALITY OF SAINT GABRIEL OF VALCARTIER PROVINCE QUÉBEC .

The regular meeting of the local council was held on Monday October the first 1945 at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec at which meeting where President Mayor Irvin Jack, counsellors, Tom Robinson, Colin Brown, David McCartney and Jim McLaughlin, forming a quorum of said Council under the presidency of the Mayor, the following resolutions were adopted;

1-Moved by Councilor Jim McLaughlin, seconded by Councilor Colin Brown and resolved that this council does pay the following bills; Secretary treasurer salary $10.42, roadwork  $26.85, Québec power, $8.18.

2-Moved by Councilor Thomas Robinson seconded by Councilor David McCartney and resolved that the Québec power company install two more streetlights in front of the convent and 1 in front of the Catholic Church.

NOVEMBER 5, 1945 MUNICIPALITY OF SAINT GABRIEL OF VALCARTIER PROVINCE QUÉBEC

A regular meeting of the local council was held on Monday, November 5, 1945 at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec at which meeting where President Mayor Irvin Jack, counsellors Thomas Robinson, Colin Brown, David McCartney, Alex Pageau, Jim McLaughlin and Nelson McBain, forming a full quorum of said Council under the presidency of the Mayor, the following resolutions were adopted;

1-Moved by Councilor Colin Brown, seconded by Councilor Nelson McBain and resolved that this council does pay the following bills; secretary treasurer salary $10.42, Samson & Filion $4.95, and to pay the roadwork done on the Lake Road, also work done on Roche Platte Road for the month of October and pay the trucks $1.50 per hour.

2-Moved by Councilor Jim McLaughlin, seconded by Councilor Nelson McBain and resolved that this council does, call for tenders for the following portions of Road  for the winter of 1945 and 46, tenders to be received up to 8 p.m. November the 19.

3-Moved by Councilor Tom Robinson, seconded by Councilor Alex Pageau, and resolved that this council does send all properties owing 2 years taxes to be sold at the county council.

4-Moved by Councilor David McCartney, seconded by Councilor Jim McLaughlin and resolved that this council will pass a bylaw at its next regular meeting, to close the Road known as McClory Road.

5-Moved by Councilor David McCartney and seconded by Councilor Jim McLaughlin, and resolved that this meeting does adjourn.

NOVEMBER 19TH 1945 MUNICIPALITY OF SAINT GABRIEL OF VALCARTIER PROVINCE QUÉBEC .

A special meeting of the local council was held on Monday November the 19th 1945 at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province Québec at which meeting where President Mayor Irvin Jack, counsellors, Tom Robinson, Colin Brown, David McCartney, Alex Pageau, and Nelson McBain, forming a quorum of said Council, the meeting being called to receive the tenders for the winter road keeping, also to discuss snow go roads, under the presidency of the Mayor, the following resolutions were adopted;

1-Moved by Councilor Colin Brown, seconded by Councilor Alex Pageau and resolved that Alec J. Robinson, be given the portion of Road from Wilbert Montgomery’s house to the bridge for the sum of $65.00 and Hubert Corrigan be given the portion of Road from the turn at the bridge to the Tewkesbury Line for the sum of $85.00.

DECEMBER 3RD 1945 MUNICIPALITY OF SAINT GABRIEL OF VALCARTIER PROVINCE QUÉBEC .

And regular meeting of the local council was held on Monday December the third 1945 at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec at which meeting were present Mayor Irvin Jack Councilors Thomas Robinson, Colin Brown, Dave McCartney and James McLaughlin, forming a quorum of said Council under the presidency of the Mayor, the following  resolutions were adopted;

1-Moved by Councilor Dave McCartney, seconded by Councilor Thomas Robinson and resolved that this council does renew their insurance on the Village Snow-go Road.

2-Moved by Councilor James McLaughlin, seconded by Councilor Colin Brown and resolved that this council does give the winter keeping of 5.1 8 miles of the 5th concession Road to be kept open for motor vehicles to Mr. A. Drouin, at $200.00 per mile, payable monthly.

3-Moved by Councilor James McLaughlin, seconded by Councilor Colin Brown and resolved that this council requests the following roads to be maintained during the winter of 1945 and 46 by the minister of roads, in order to permit the use of motor vehicles; Valcartier Road 3.4 92 miles.  The Corporation agrees to pay as soon as the Department of Road presents an invoice, a contribution of $125.00 per mile of Road maintained, and in cases were owing to violence of storms shall not be entitled to any reductions, traffic be interrupted for certain periods.  The Corporation authorizes the Department of roads to install snow fences at all place it deems necessary.  The Corporation assumes moreover, all responsibility for damage that may be caused to anyone whatsoever, by the removal and projection of snow or by the installation of snow fences on private properties.

4-Moved by Councilor David McCartney, seconded by Councilor Colin Brown and resolved that this council does ask the minister of roads for a grant towards the keeping of the 5.1 8 mi. of the 5th concession Road to permit the use of motor vehicles during the winter of 45 and 46.

5-Moved by Councilor James McLaughlin seconded by Councilor Thomas Robinson and resolved that this council does accept the governments offer of a grant . according to the price of maintaining 5.1 8 mi. of road on the 5th concession.

6-Moved by Councilor Colin Brown, seconded by Councilor Thomas Robinson and resolved that this council does notify the road officers to keep the roadsides clear of all wood or logs and etc.

7-Moved by Councilor D. McCartney, seconded by Councilor Colin Brown and resolved that this council does ask the road department to take over the portion of Roche Platte road finished in 1945.

8-Moved by Councilor Dave McCartney, seconded by Councilor Colin Brown and resolved that this council does levy a tax off $2.60 per hundred dollars on all taxable property to the expenses of this municipality for the year 1946.

9-Moved by Councilor Dave McCartney, seconded by Councilor D. McCartney that this council does authorize the Mayor Irvin Jack, to sign the medical certificate concerning Mr. James Robinson.

10-Moved by Councilor David McCartney, seconded by Councilor Colin Brown and resolved that this council does take Marcel Rheaume, Lot number.  Periods 313, off the books and cancel all arrears to him.

11-Moved by Councilor James McLaughlin, seconded by Councilor Colin Brown and resolved that this council support the present request to the federal and provincial governments to hasten the execution of the project relative to the construction of a bridge between Québec city and Levis.

12-Moved by Councilor Dave McCartney, seconded by Councilor James McLaughlin and resolved that whereas, that portion of Road, crossing lots, numbers 881,882,7 883 in Fief de St Ignace of this municipality, is no longer wanted by the public, and it is the general desire of the ratepayers that the said road be abolished and closed, and whereas a public notice has been duly given that this council would at this present meeting adopt a bylaw to close the said road.  Therefore, the following bylaw has been passed by the council to wit;

1-The local and municipal road known as the McClory Road, and above-described is hereby abolished and closed as being of no public use.

2-As soon as this bylaw law shall come into force, the road inspector will provide for the closing of the said road with fences or gates and the land of the said road will return to the lots from which it was detached, according to article 467 of the municipal code.

3-All bylaws, process-Verbaux and resolutions of this council concerning said abolished road are hereby repealed.

4-Moved by Councilor Dave McCartney, seconded by Councilor James McLaughlin and resolved that this council does accept the foregoing bylaw.

A.   A meeting of the electors of the municipality of Saint Gabriel of Valcartier was held on Wednesday, the ninth day of January 1946 at 10 a.m. at the council room for the purpose of nominating three counsilors to take the place of Alex Pageau, Jim McLaughlin and Colin Brown.

B.   Moved by Alex Pageau, seconded by Wallace Jack, to elect Henri C. Leduc as counsillor .

C.   Moved by Alex Pageau, seconded by Wallace Jack to elect Ernest McBain as counsilor.

A regular meeting of the local council was hell on Monday February the fourth 1946 . at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec; at which meeting were present Mayor Irven Jack, counsilors, Thomas Robinson, David McCartney, Willard Goodfellow, Ernest McBain and Henri C. Leduc, forming a quorum of said Council under the presidency of the Mayor, the following resolutions were adopted;

A regular meeting on the local council was held on  Monday March 4th 1946 at 8 p.m. in conformity with the provisions of the municipal code of the province of Québec; at which meeting were present Mayor Irvin Jack, counsellors, Thomas Robinson, Willard Goodfellow, David McCartney, Ernest McBain and Nelson McBain forming a quorum of said Council under the presidency of the Mayor, the following resolutions were adopted;

A regular meeting of the local Council of the municipality was held on Monday, April 1-1946 at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province Québec, at which meeting where President Mayor Irven Jack, counsellors, Thomas Robinson, Willard Goodfellow, Henri Leduc and Nelson McBain, forming a quorum of said Council under the presidency of the Mayor, the following resolutions were adopted;

1-Moved by Councilor Nelson McBain, seconded by counsellor Henri Leduc and resolved that this Council does pay the following bills; Québec power company, $10.52, secretary-treasurer salary $10.42, Alex J. Robinson $50.00. Charles Fitzpatrick, $17.00, Colin Brown $10.00, Alex Pageau $17.00, J. A. Drouin $436.39, Hubert Corrigan $85.00.

A regular monthly meeting of the local council was held on Monday May the sixth 1946 at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec; at which meeting where President Mayor L Jack, Councilors Thomas Robinson, Willard Goodfellow, David McCartney, Ernest McBain and Nelson McBain, forming a form of said Council under the presidency of the Mayor, the following resolutions were adopted;

1-Moved by Councilor David McCartney, seconded by Councilor Willard Goodfellow and resolved that this council does pay the following bills; Québec power company,$10 52, secretary-treasurer salary $10.42, road work on Roche Platte Road $78.45. 

2-Moved by Councilor Nelson McBain, seconded by Councilor Willard Goodfellow and resolved that this council is satisfied with the winter keeping of the 5th concession Road,1945 and 46, kept J. A. Drouin by contract at $210.00 per mile.  A copy of the said contract was sent to the Department of roads in the month of January.

A regular meeting of the local council was held on  Monday September the second 1946 at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec; at which meeting were present Mayor Irvin Jack, counsilors Thomas Robinson and Willard Goodfellow.  As there were not enough counsellors, the meeting was adjourned until September the 18th,1946.

SEPTEMBER THE 18th 1946 MUNICIPALITY OF SAINT GABRIEL OF VALCARTIER PROVINCE QUÉBEC

A special meeting of the local council was held on Wednesday September the 18th 1946 at 8PM in conformity with the provisions of the municipal code of the province of Québec, at which meeting were present  Irvin Jack Mayor, counsellors Thomas Robinson, Henri Leduc and Ernest McBain, forming a quorum of said Council under the presidency of the mayor, the meeting haqvind been called to homologate the new valuation roll, under the presidency of the Mayor the following resolutions were adopted;

1-Moved by Councilor Thomas Robinson, seconded by Councilor Ernest McBain and resolved that this council does lower the valuation of Wallace Robinson’s Lot number 870 $50.00 on the buildings, and the valuation of Elisee Theriault on Lot number 867 and 868 is $50.00 on buildings.  To raise the valuation of Michael Corrigan Lot 860 $100.00 on buildings, to lower the valuation of Cecil J. McBain’s Lot number 337 $50.00 on buildings, to lower the valuation of Irvine Jack’s Lot 336  $50.00 on buildings, to raise the valuation of Clifford McKinley’s,  $100.00 on land, to lower Henri Leduc ‘s valuation $50.00 on buildings.

OCTOBER 7, 1946 MUNICIPALITY OF SAINT GABRIEL OF VALCARTIER PROVINCE QUÉBEC .

The regular meeting of the municipal Council was held on Monday October the seventh 1946 at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec, at which many were present Mayor Irvin Jack, Councilors Ernest McBain, Nelson McBain and Henri Leduc, forming a quorum of said counsel under the presidency of the Mayor, the following resolutions were adopted;

1-Moved by Councilor Nelson McBain, seconded by Councilor Ernest McBain, and resolved that this council requests that the following roads be maintained during the winter of 1947 and 48 by the minister of roads or any other person or persons authorized by the minister of roads in order to permit the use of motor vehicles, Valcartier or Saint Gabriel Road 3.492 miles The Corporation agrees to pay as soon as the Department of Road presents an invoice, a contribution of $125.00 per mile off-road maintained, and shall not be entitled to any deduction in cases where owning to the violence of storms, traffic shall be interrupted for certain periods.  The Corporation assumes, moreover all responsibility for damages that may be caused to anyone whatsoever by the removal and projection of snow or by snow fences on private properties.

A regular meeting of the local Council was held on Tuesday January the seventh 1947 at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec, at which meeting were present . Pro Mayor, Thomas Robinson, Councilors Willard Goodfellow, David McCartney, Henri Leduc, Ernest McBain and Nelson McBain, forming a quorum of the said council, under the presidency of the Pro Mayor, the following resolutions were adopted;

1-Moved by Councilor Willard Goodfellow, seconded by Councilor David McCartney and resolved that Thomas Robinson be appointed Pro Mayor for this meeting .

2-Moved by Councilor Henri Leduc, seconded by Councilor Willard Goodfellow and resolved that this council does ask the municipal commission for permission to renew the loan off $750.00 at Bank Canadian national Loretteville for another 12 months.

A meeting of the electors of the municipality of Saint Gabriel of Valcartier was held on Wednesday January the eighth 1947 at 10 a.m. at the council room for the purpose of nominating a Mayor to take the place of Mayor Irvin Jack and three counsellors to take the place of Dave McCartney, Thomas Robinson and Nelson McBain, whose term of office has expired.

JULY 17th 1947 MUNICIPALITY OF SAINT GABRIEL VALCARTIER PROVINCE OF QUÉBEC

A special meeting of the local council was held on Thursday July the 17th 1947 at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code at the province of Québec, at which meeting were present Mayor William Hicks, Councilor’s Fred Kack, Willard Goodfellow, Colin Brown, Ernest McBain and John Hicks, forming a quorum of said Council under the presidency of the Mayor.  The meeting being called to discuss continuing Roche Platte Road. The following resolutions were adopted;

1-It was unanimously resolved that on the advice of the Department of roads, that this council does offer Wallace Robinson $150.00, for the land necessary to straighten the road and remove the buildings on it, and to give an answer within five days.

2-Moved by Councilor Colin Brown, seconded by Councilor Fred Kack and resolved that the secretary-treasurer pay Wallace Robinson if he accepts,$150.00.

3-Moved by Councilor Willard Goodfellow, seconded by Councilor Ernest McBain and resolved that this council does ask permission from the municipal commission to borrow $2000.00 from the Canadian national Bank at  Loretteville for 12 months to pay the men and material for building the Roche Platte Road, and that William Hicks, mayor and John C. A special meeting of the local council was held on Friday, July the 25th 1947 and 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province, Québec, at which meeting were present Mayor William Hicks Councilor’s Fred Kack Colin Brown, Willard Goodfellow, Henri Leduc, Ernest McBain and John Hicks, forming a full quorum of said Council under the presidency of the mayor, the meeting being called to discuss Roche Platte Road and workmen’s insurance, the following resolutions were adopted;

A special meeting of the local council was held on Thursday, August 28, 1947 at 8 p.m. at the usual place a meeting in conformity with the provisions of the Municipal Code of the province of Québec  at which meeting were present Mayor William Hicks, counsellors, John Hicks, and Henri Leduc, Willard Goodfellow, Colin Brown and Fred Kack, forming a quorum of said Council under the presidency of the Mayor, the meeting being called to discuss the work being done on Roche Platte Road, the following resolutions were adopted;

A meeting of the electors of the municipality of Saint Gabriel of Valcartier was held on Wednesday January 14, 1948 at 10 a.m. at the council room for the purpose of nominating three new counsellors to take the place of Ernest McBain, Henri Leduc and Willard Goodfellow, whose terms of office have expired.

OCTOBER  4TH 1948 MINISTER OF SAINT GABRIEL VALCARTIER PROVINCE QUÉBEC

A regular meeting of the local council was held on Monday October the fourth 1948 . at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec at which meeting were present . Mayor William Hicks, Councilor’s Fred Kack, Colin Brown, Cecil J. McBain,  John Hicks and Henry McKinley, forming a quorum of said Council under the presidency of the Mayor, the following resolutions where adopted;

1-Moved by Councilor Fred Kack, seconded by Councilor Henry McKinley and resolved to pay the following bills; Québec power $10.53, secretary-treasurer salary $15.00.

2-Moved by Councilor Fred Kack, seconded by Councilor Henry McKinley and resolved that this council does give Colin Shea permission to turn water into the ditch of the Big Hill, but he must open the ditch leading to the culvert crossing the road.

3- Moved by Councilor Cecil J. McBain, seconded by Counselor Colin Brown and resolved that this council give its consent to the Bell Telephone Company of Canada to construct and maintain its telephone plant in the territory of this municipality as mentioned in the letter and accompanying plans from said company dated October the fourth 1948 and that John C. Jack supervise the work on behalf of this municipality.

NOVEMBER 2, 1948 MUNICIPALITY OF SAINT GABRIEL VALCARTIER PROVINCE QUÉBEC

A regular meeting of the local council was held on Monday, November 2, 1948 at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec at which meeting were present Mayor William Hicks, Councilor’s Fred Kack, Cecil J. McBain, Russell Paquet and John Hicks, forming a quorum of said Council under the presidency of the Mayer, the following resolutions were adopted;

1-Moved by Councilor Fred Kack,seconded by Councilor Cecil J. McBain and resolved that this council requests that the following roads be maintain during the winter of 1948 and 49 by the minister of roads or by any other person or persons authorized by the minister of roads in order to permit the use of motor vehicles, Valcartier Road or Gabriel Road, 3.492 miles.

2-Moved by Councilor Fred Kack, seconded by Councilor Russell Paquet and resolved to pay the following bills; Québec power $10.53, secretary-treasurer salary $15.00.

3-Moved by Councilor Russell Paquet, seconded by Councilor Fred Kack and resolved that this council does give the contract of the fifth concession road to J. A. Drouin for the sum of $2000.00 from Valcartier village to Fred Kack’s, also to the wooden bridge across the Jacques Cartier River-7 ¼ miles .

4-Moved by Councilor Fred Kack, seconded by Councilor Cecil J. McBain and resolved to call for tenders for the winter keeping of the Roche Platte Road, tenders to be in by December the sixth 1948.

5-Moved by Councilor Cecil J. McBain, seconded by Councilor Fred Kack and resolved to request to Mr. Garneau to ask the government for the maximum rate of subsidy on 7 ¼ miles of 5th concession road.

DECEMBER 6, 1948 MUNICIPALITY OF SAME GABRIEL OF VALCARTIER PROVINCE QUÉBEC

A regular meeting of the local council was held on Monday, December 6, 1948 at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province of Québec, at which meeting were present . Mayor William Hicks counsellors Fred Kack, Colin Brown, Cecil J. McBain, Russell pocket, Henry McKinley and John Hicks, forming a full quorum of said counsel onto the presidency of the Mayor, the following resolutions were adopted;

1-Moved by counsellor John Hicks, seconded by counsellor Henry McKinley and resolved to pay the following bills; Québec or $12.63, secretary-treasurer salary $15.00.

2-Moved by counsellor Russell Paquet, seconded by counsellor Cecil J. McBain and resolved to send to the County Counsel to be sold, any land with 2 years arrears that can be described.

3-Moved by counsellor John Hicks, seconded by counsellor Fred Kack and resolved to donate $25.00 to the Valcartier skating club.

4-Moved by counsellor Cecil J. McBain, seconded by counsellor Colin Brown and resolved that this council does levy a tax of $3.25 per hundred dollars on all taxable property to defray the expenses of this municipality for the year 1949.

5-Moved by counsellor Russell Paquet, seconded by counsellor Colin Brown and resolved that this council does accept Colin Shea’s  tender off $80.00 for the keeping of the winter road from Fred Kack’s gate to the Tewkesbury line.

The regular meeting of the local council was held on Monday January the third 1949 at 8 p.m. at the usual place of meeting in conformity with the provisions of the municipal code of the province Québec at which meeting were present Mayor William Hicks, counselor’s Russell Paquet, Colin Brown and Henry McKinley, forming a quorum of said counsel under the presidency of the Mayor, the following resolutions were adopted;

1-Moved by counsellor Colin Brown, seconded by counsellor Russell Paquet and resolved that the collection role be homologated.

2-Moved by counsellor Russell Paquet, seconded by counsellor Henry McKinley and resolved to pay the following bills; secretary-treasurer salary $15.00, Québec power Co. $10.53.

3-Moved by counsellor Colin Brown, seconded by counsellor Russell Paquet and resolved to accept the 85% work done by Hubert Corrigan on Roche Platte Road.

JANUARY 12, 1949 MUNICIPALITY OF SAINT GABRIEL OF VALCARTIER PROVINCE QUÉBEC

A meeting of  the electors of the municipality of Saint Gabriel of Valcartier was held on Wednesday, January 12, 1949 at 10 a.m. at the council room for the purpose of nominating a Mayor and three new counsellors to take the place of William Hicks, Mayor, and Fred Kack, Colin Brown and John Hicks, counsellors whose terms of office has expired.

1-It was moved by Henry McKinley, and seconded by Russell Paquet to appoint Herbert Hicks as counsellor.

2-It was moved by Russell Paquet seconded by Clifford McKinley to appoint Nelson McBain as Mayor.

3-Moved by Willard Goodfellow and seconded by Charles Boyd to appoint Percy Montgomery as counsellor.

4-It was moved by Willard Goodfellow and seconded by Henry McKinley to appoint Michael Corrigan as counsellor.
