MUNICIPALITY ST. GABRIEL WEST VALCARTIER

The first municipality of St. Gabriel de Valcartier comprised the whole area, both sides of the Jacques Cartier river. The inhabitants West of the river felt that they should have their own municipal council, so permission was obtained from the government in May of 1861, to form the municipality known as St Gabriel East. The first meeting was held in Jan of 1862. Unfortunately to date, we have been unable to find the early records and begin with this wring from 1878.

July 1884. PUBIIIC NOTICE      ST. GABRIEL WEST.

To all interested parties, public notice is hereby given by me the under­signed Secretary-Treasurer of the local Council of the above names Munici­pality, that the Council will pass a by-law on Thursday the 17th of the present month, at 10:00 A. M. to amend the law of Proces Verbal Road No.2, by closing up the route across the property of George Todd and opening a road on the line between Mr. Burns and Mr. Todd for an outlet of the Fourth Range.

Moved by Councillor Clark, seconded by Councillor Murphy that Charles Wolff , inspector over the Jacques Cartier River, be authorized by this Council to set the bridge to public competition, to be planked 27 inches in width the full length of the bridge and it is understood that the contractor will not receive his money before the first of January, 1886. Passed unanimously.

Moved by Councillor Clark, seconded by Councillor Neil, that Philip McGahey be authorized to sue Henry McKin1ey for the seventy-five cents he is due George Madden for the keeping of the route road on the First Concession, North of Riviere aux Pins .

Public notice to all interested parties is hereby given by the under­signed Secretary-Treasurer, that the Council of this Municipality at an adjourned general meeting session held on July 23, 1885, passed a by-law to close

That the repair of the said bridge will not be over $500.00 for our parish, or if the Government prefer to give us the $500.00, we will repair the bridge ourselves. Passed unanimously.

Moved by Councillor Smith, Seconded by Councillor Davis that the Council appoint Councilors Michael Woodlock and Samuel Clark to examine the bridge over the Jacques Cartier River and see how much timber is required for the two center piers and also how many plank it will take to floor the said bridge and report to the Council before the 15th of the present month and that the Secretary-Treasurer notify the Council of St. Gabriel de Valcartier to send a man to assist them in taking the dimensions of the bridge timber and examine the bridge. Passed unanimously.

Public Notice to all interested parties hereby given by me the under­signed Secretary-Treasurer of the Municipality of St. Gabriel West, that there is a petition filed in the office of the Council from Francis Smith, Frederick Kack, Patrick Cullerton and Lawrence Corrigan, praying the Council to amend the Proces Verbal of the 5th Concession Front Road across part of the property of Lawrence Corrigan, Daniel Lavallee, Patrick Brophy’s to the corner at Patrick Brophy’s.

Moved by Councillor Neil, seconded by Councillor Hayes, that the petition of Patrick Cullerton, Frederick Kack, Francis Smith. and Lawrence Corrigan be granted. That the Secretary-Treasurer, William Goodfellow be appointed special superintendent to visit the said road in question and amend the said Proces Verbal of the Fifth Concession front road according to the Municipal Code of the Province of Quebec. October 9, 1890.            From the minutes.

In answer to the second report from the Government, it was moved by Councillor Hayes, seconded by Councillor Neil that this Council will assume their share of $3,200.00 to assist in the construction of an iron bridge over the Jacques Cartier River at Valcartier, and will pay to the Government their share; that is to say in two installments the first installment of $1066.67, then when the bridge is completed and an equal sum of $1,666.67 one year after the bridge is completed and that the Secretary-Treasurer take a copy of this resolution to Mr. Fitzpatrick the Member for the County of Quebec. Passed unanimously .

January 5 1891.  From the Minutes.

After having read a letter from the Government dated 22 of December 1890, demanding the Councils of Valcartier to pay to the Department of Colonization the sum of $3, 800.00, it was moved by Councillor Smith, seconded by Council Hayes that the Secretary-Treasurer and the Mayor be authorized by the Council to borrow in the name of the Corporation the sum of $2, 533. 33 being the share that the Corporation have to contribute towards the new iron bridge at Valcartier and deposit the same with the Government.

Passed unanimously .

January 20,1891.                 PUBLIC NOTICE

To the Municipal electors or rate payers of the Municipality of St. Gabriel West.

Public Notice is hereby given that a by-law, No.17, to borrow $2, 533.33, and to levy the same with five per cent interest for two years upon all the real estate of the Municipality to pay to the Government the said $2,533.33 forthe construction of the abutments of the new iron bridge over the Jacques Cartier River at Valcartier.  The said by-law will, according to a resolution of the Council submitted to the approval or dis­approval of such by-law on Monday, the ninth day of the month of February, this year, in conformity with the Municipal Code of the Province of Quebec, and that such meeting will be held on the above day at ten of the clock in the forenoon at the residence of George Neil where the Council holds its sittings. County of Quebec.

At a special session of the Municipal Council of St. Gabriel West, convened by his worship the Mayor Samuel Clark, and held in said Municipality where the sessions of the Council are usually held, on Monday , the nineteenth day of January , eighteen hundred and ninety-one , in conformity with the provisions of the Municipal Code of the Province of Quebec, at which were present Mr. Mayor, Samuel Clark, and the Councilors George Neil, Patrick Hayes, Henry McKinley, William Hamilton, Francis Smith, and James Bowles, forming a quorum of the Council under the presidency of the Mayor, Mr. Samuel Clark.

It is ordained and resolved by law of the Council as follows;

That whereas the Government of the Province of Quebec has agreed to sub­scribe $1,200.00 towards the construction of the abutments for an iron bridge at Valcartier over the Jacques Cartier River and to call for tenders and construct said bridge as soon as the Municipalities of St. Gabriel West and St. Gabriel de Valcartier shall have deposited the sum of $3,800.00 in the hands of the Government, being the amount of the contribution for such purpose to be made by the said Municipalities,

That whereas in the share of the Municipality of St. Gabriel West is the sum of $2,533.33, which sum must be paid to the Government before the Government will commence the construction of said bridge.

That it is advisable that the Mayor, Mr. Samuel Clark and the Secretary Treasurer, William Goodfellow, are hereby authorized to borrow in the name of the Corporation of St. Gabriel West, the Sum of $2,533.33, and pay the same into the hands of the Government of this Province, for the purpose aforesaid of the construction of the proposed, iron bridge, and are further authorized to sign for said Corporation a deed of obligation for said sum payable to the lender at the expiration of two years from date of such loan with interest at the rate of five percent per annum. .

That a special assessment of three dollars and seventy-five cents be levied upon all taxable real estate in the Municipality of St. Gabriel West, in order to raise the sum of $2,786.63, being the amount of said loan and interest for two years .

Moved by Councillor Hamilton, seconded by Councillor Neil, that whereas the bridge over the Jacques Cartier River is in a dangerous condition, that the Secretary-Treasurer put up Public Notice Upon the bridge that any person or persons passing a double team of horses, loaded over three hundred weight, the Corporation will not be responsible for any damage incurred by the break­ing of the said bridge, but will hold the parties responsible for said damage. Petition of the rate payers of the 4th Concession.

To his Worship the Mayor and members of the Municipal Council St. Gabriel ‘West.

The petition of the undersigned proprietors and occupants or land in the Fourth Concession of the said Municipality humbly herewith.

That your petitioners has for a number of years suffered considerable hardship having to make our outlet over the mountain of the Fourth Concession Road by Thomas Murphy’s, where we could have a level road, without hills, by Proces Verbling a route road through the property of John Roark and Patrick Corcoran to connect with the front road in the Second Concession

Wherefore your petitioners humbly pray that your honorable Council may be pleased by the powers vested in your Honorable Council under the provisions of the Lower Canada, Municipal and Road Act of 1890, to take the legal steps to establish the road and to amend the Proces Verbal of the Second Concession, and your petitioners will as in duty bound ever pray Municipality of St. Gabriel West. Moved by Councillor Neil, seconded by Councillor Murphy, that the petition of John Roark. Patrick Corcoran, Spruce Theberge, Edward Atkins, and others of the 4th Concession be granted. Public Notice is hereby given to the proprietors of the 4th Concession interested in the front road leading from the 4th Concession front road to

the 2nd Common Front Road on the property of John Roark and Patrick Corcoran,

Whereas a petition being filed with the Council of the municipality  of St. Gabriel West, dated 24th of ,June 1893, signed by John Roark, Patrick Corcoran, Spruce Theberge, Edward Atkins, Robert Davidson Sr. Robert Davidson Jr., Patrick, John Davidson, John Atkins; praying the council to amend the proces verbal of the 2nd concession, South of Riviere aux Pins, front road on the property of Patrick Murphy and Joseph Bourke to connect with the Fourth

Concession front road to Live the petitioners a level road out by the Riviere aux Pins road.

Whereas the said petition presented and read before the members of the municipal council of St. Gabriel West, July15, 1893, at an adjourned  general session of the Council, which said Council did appoint the undersigned William Goodfellow, Special superintendent; in the matter of the said petition,    and

Having taken my oath as special superintendent, proceeded to give eight days public notice to all interested parties that I would attend  and hold a meeting  of     all interested at the house of .John Roark on the  26th of July at 11 of the clock in the forenoon and hear all interested in the said front road.

Accordingly, upon the day and hour mentioned in the said notice, I proceeded to the house of John Roark where I was met with John Roark. When we proceeded to the place where the front road would commence, where we met with Patrick John Davidson and Patrick Corcoran all petitioners.

After having read the petition and public notice together with the re­solution of the Council, appointing me as special superintend in the matter of the said petition, I found them all unanimous in having the said road Process Verballed. And after having heard all parties, I found that the said route prayed for in the petition should Proces Verballed to connect with the front road in the 2nd concession on lot No. 162 now owned by Joseph Roark.

I  next proceeded to walk the road prayed for in the petition, starting from the fourth Concession front road to the West side of John Roark’s barn lot.

No.233. following the petitioners where we put up two pickets about 1/2  acre from the line between John Roark and Patrick Corcoran. Thence from the second picket in a straight line until it met the new road mentioned  by the petitioners. Following the new road that is opened through the bush to the Fourth Concession line, across the lot of Patrick Corcoran. and the corner of Joseph Roark ‘s Lot, thence in a straight line to meet on the front road of Lot No. 162, that portion of front road of .Lot No. 162, shall be opened by the petitioners and after opened and Put in good repair to be turned over to Joseph Roark, which he shall maintain as a front road and the old front road on lot No. 162. that the new one, picketed, shall be turned over to Joseph Roark. The said route on Lots 233 and 234 owned and occupied by John Roark and Patrick Corcoran to be 26 feet in width, with ditches on both sides and to be made and maintained by all the lots of land in the Fourth Concession, from the Line of division between Robert Davidson and Thomas Murphy to the line which separates the Fourth Concession from the first concession, the front road on Lot No. 162, where it is to be opened, t() be 36 feet in width, the road to b$ opened and made fit for travel as soon as this Proces Verbal becomes law, by the road officer having the charge of the said road. Also the Costs of proces Verbal to be collected by the Road Officer1

having the charge of said road.

The above Proces Verbal was ratified and confirmed by the Council at an ajourned general meeting on Friday, 11 of August, 1893, by the following amendment that is to say that the proprietors and occupants of lands in the Fourth Concession from the line of separation between Robert Davidson and Thomas Murphy to the line which separates the Fourth Concess1on from shall be exempted from performing any labour or contributing towards the maintenance of the route road in the Third Concession, but will take their servitude Upon the new front road.

Also cause to make three farm gates on the same principle as the old ones, but with a 3-inch batton I one inch thick, and with a wheel on one end and a board under the end so as the gates will run freely. Gates to be four and one half feet high.

Moved by William Clark, seconded by Alexander McCune, that the bill produced by Robert Davidson, Road Officer be accepted for the repairing of the front road fence on the property of William Fitzpatrick, Cadestral No. 365. The fence according to the Proces Verbal binds Owen McLaughlin for the amount paid to the aforesaid Road Officer Robert Davidson. After taking his oath to the amount in the bill, the Secretary treasurer paid the amount of $8.45. Passed unanimously.

Moved by William Clark, seconded by George Neil, that the Council accept the petition presented by Mrs. Edward McLaughlin and her son Owen McLaughlin to be exempt of keeping or maintaining the said fence on the property of William Fitzpatrick, Lot No. 365, of the Cadastre and to amend the Proces Verbal according to the agreement signed by the Mayor of the Council and William Fitzpatrick and Mr. Edward McLaughlin six years ago.

And that he is to scrape all the rust or paint that is chipped with a steel brush or anything that will take off any loose substance. The bridge to be all brushed over and inspected before he proceeds painting. Also to get two coats of first class white lead paint. First coat to be something darker than the last two coats. When the first coat is on to be inspected before proceeding with the second coat. Lastly, when finished, to be inspected by the Government Inspector, the job to be completed again the l5th day of September. And when the work is done to the satisfaction of the Council, the contractor will be paid.

August 2, 1904.          PUBLIC NOTICE

Public Notice is hereby given by me the undersigned Secretary­Treasurer, to all interested parties, that there has been a petition filed in Council by Mrs. Edward McLaughlin and her son Owen McLaughlin praying the Municipal Council to amend the Proces Verbal of the fifth Concession front road according to an agreement signed by the Mayor of the Council and Mr. William Fitzpatrick and the late Edward McLaughlin, six years ago. To liberate him of any future maintenance or encumbrance of keeping the front road fence on the property of William Fitzpatrick No.365, of the cadestra. So now take notice that the aforesaid petition will be taken into consideration on Saturday the 13th day of August 1904, at the hour of nine of the clock in the morning.  Given this 2nd day of August 1904.

CONTRACT FOR THE PAINTING OF THE IRON BRIDGE OVER THE

JACQUES CARTIER RIVER.

I the undersigned, do hereby myself to do the following work on the the Iron bridge over the Jacques Cartier River. In regards towards the painting and cleaning the loose paint and rust that might come off all the iron work.

1st.  That I the undersigned, said contractor, do bind myself’ to scrape all the rust and loose paint that will come of with a steel brush or any other thing that will clean the iron. Bridge to all be cleaned and inspected before proceeding with paint. Also ample time given to the Secretary-Treasurer to notify inspector.

2nd. After the first coat of paint is put on, it is to be inspected before proceeding with the last coat. Both coats to be put on with the best of white paint. And also the best of first class paint oil, the work to be completed again the l5th of September for the sum of $165.00, and to stand inspection by any inspector the Council might choose. Contractor to be paid when the work is received by the Council. Also contractor to furnish everything­ that be required for the said work. Lastly, that the Municipal Council will not be responsible to the contractor or any other persons for accidents during the painting or cleaning of the said bridge. Also if the work is not completed within the said time mentioned in contract, the Municipal Council can have the work finished with the cost. of finishing against the contractor Also as specified by the contractor, any place where the iron is bare, it is got to be patched with red lead.

At a special session of the Municipal Council of St. Gabriel West, ajourned from a regular meeting of the Council and held at the usual place of session, on Saturday, the l3th day of the month of August 1904, in conformity with the provisions of the Municipal code of the Province of Quebec) at which was present the Mayor, Lawrence Corrigan, Councillors George Neil, William Clark, Alexandre McCune, Thomas Holton, Joseph Griffin, John Cosgrove forming, a quorum of the Council, under the presidency of the Mayor, having after examination received notice of such convocation of such session. It was ordained and resolved by by-law of the Council as follows: That the portion of front road fence prayed for on the property of William Fitzpatrick No. 365 of the Cadestre according to a petition filed in the Council by Mrs. Edward McLaughlin and Owen McLaughlin be amended as follows I That the front road fence now in dispute be divided half of the aforesaid fence to be kept by William Fitzpatrick and the other half to be maintained by Owen McLaughlin, and that the Secretary-treasurer give the necessary publications and when the by-law comes into force, the length of each man’s  share will be determined.

April 14, 1909.         CONTRACT

This Contract is entered into this l4th day of April, 1909, between

Charles Jack and James Clark herein after acting on behalf of the Council of St. Gabriel West. Mr. Jack herein after called the Contractor.

The said Contractor herein binds himself to lay the plank and Cover the Iron Bridge over the Jacques Cartier River as follows;

The plank to be laid down on the same base as the old ones, angling. The said contract must be completed on or before the 15th day of May, 1909, and stand inspection by whom the Council chooses. The Contractor is requested to give security. If seen necessary by the Council, the Contractor will not be paid until the l5th of July 1909. The Contractor is hereby bound to close the bottom cords of the bridge any dirt of rubbage (rubbish)

The painting of the Iron Bridge over the Jacques Cartier River with two coats of the best white paint.

Also the railing on the approach of the said bridge to be built in the new with Tamerack or Cedar posts, to be sawn 7X8 inches. Railing to be bars 3 X 4 Spruce, all to be planed and painted with a good, bright, red paint. Said sales to take place on the said bridge on Wednesday , the 20th day of May, 1914, at the hour of ten of the clock, A. M.

This agreement is entered into this 20th day of May, 1914, between Gordon McBain, herein after called the Contractor and James Clark, Secretary-Treasure acting for and in behalf of the Municipal Council of St. Gabriel West.

The said Contractor, herein binds himself to do the following  work; To build and erect a new railing on eithe sides of the approach to the Iron Bridge over the Jacques Cartier River, of the following specific Tamerack or Cedar posts, five posts on the East side and seven posts on the West side of the said approach. The said posts to be seven feet long, three feet to be sunk in the ground and made solid, leaving four feet above the ground The said posts to be sawn 7 X 8 inches square. The railings for the said bridge to be 3 X 4, Spruce, four bars for the said railing to be notched into the posts, three inches and nailed on with six-inch wire nails. The said posts to have a cap-piece fitted on top of the poets to prevent exposure to sun and rain. All the wood work of the said railings must be planed and painted with two coats of the best bright, red paint. The Contractor must­ give security satisfactory to the Council for the execution of the same, the said work to be executed on or before June 30, 1914. This sale is given for and in consideration of $30.00 and to stand inspection by whom the Council may appoint.

This agreement entered into this 20th day of May, 1914, between T. Clark herein after called the Contractor and James Clark, Secretary-Treasurer, acting for and in behalf of the Municipal Council of St. Gabriel West.

The said Contractor herein binds himself to do the following work; That is to say, I will paint the said Iron Bridge over the Jacques Cartier River with two coats of the best Martin Seymour William,         white paint. Also any parts of the said bridge where the iron is rusted, I will scrape the said part so as to free all parts from any rust. I herewith bind myself to commence the said work on or before the 25th day of May, 1914, and to have it finished on or before June the 30th, 1914. All the said painting to stand inspection by whoever the municipal Council sees fit to appoint to inspect such work. The said Contractor must give security for the execution of the said work to the amount of ten percent of the costs of said work, in default of the said work not being performed according to said contract, the Council has a right to withhold the amount necessary for the execution of the said work, the whole and for the consideration of $350.00. After said work is fin­ished and inspected and received by the Council, the Contractor shall receive fifty percent of the full costs of the contract and the balance in 60 days.
