A general monthly meeting of the local Council of the Munici.pality of St. Gabriel de Valcartier, was held on Monday the 3rd day of Jan. 1921, at the usual place of meeting at the hour of 2 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present John McCartney, Mayor, Councilors Wm. Goodfellow, David Lavallee, Alfred J. Hicks and Chas. Hicks, forming a quorum of said Council under the presidency of the Mayor, the following resolutions were adopted:-

As there were no business to transact, moved by Councillor Alfred J. Hicks seconded by Councillor Wm. Goodfellow and resolved that this meeting be adjourned

MUNICIPALITY OF ST. GABRIEL DE VALCARTIER. JANUARY 12TH, 1921

A meeting of the electors of the Municipality of St. Gabriel de Valcartier, was held on Wednesday the 12th day of January . 1921 at 10 A. M. for the pur­pose of nominating a Mayor and three Councilors to take the place of Alfred J. Hicks, Chas. Hicks and Frederick Kack and John McCartney.

Moved by Wm. Goodfellow, seconded by David Lavallee and resolved that the following men be appointed to the respective positions – John McCartney, re­elected Mayor and Alfred J. Hicks, Chas. Hicks & Frederick Kack re-elected Councilors for the ensuing term of office. As there was no opposition to the motion, I. the undersigned Presiding Officer, declare the meeting at an end, and that the aforesaid mentioned candidates were duly elected.

MUNICIPALITY OF ST. GABRIEL DE VALCARTIER, FEBRUARY 7TH, 1921

A general monthly meeting of the local council of  the Municipality of St. Gabriel de Valcartier was held on Monday the 7th day of Feb. 1921, at the usual place of meeting at the hour of 2 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present John Mc­Cartney. Mayor, Councilors David Lavallee, WM. Goodfellow. Chas Hicks & Alfred J. Hicks . forming a quorum of said Council under the presidency of the Mayor ­the following resolutions were adopted:­­

I, the undersigned sec. Treas. certify that I administered the Oath of Office to John McCartney, Mayor. & Alfred Jas. Hicks & Chas . Hicks. Councilors .

1 – Moved by Councillor David Lavallee, seconded by Councillor Wm. Goodfellow and resolved that Alfred J. Hicks be appointed Pro-mayor of this Municipality.

2 – Moved by Councillor Chas. Hicks. seconded by Councillor David Lavallee and resolved that Benjamin McNicoll be appointed Councillor to fill the vacancy caused by Frederick Kack.

3 – Moved by Councillor Wm. Goodfellow, seconded by Councillor Alfred J. Hicks and resolved that Alex. Jas. Robinson be elected Health Officer.

4 – Moved by Councillor Wm. Goodfellow, seconded by Councillor Chas. Hicks and resolved that David Lavallee be paid $30.00 for 1,000 feet of spruce lumber and to be delivered when required along the road.

 5- Moved by Councillor Alfred J. Hicks, seconded by Councillor Wm. Goodfellow and resolved that this meeting be adjourned.

MUNICIPALITY OF ST. GABRIEL DE VALCARTIER, MARCH 7TH, 1921

A general monthly meeting of the local Council of the Municipality of St. Gabriel de Valcartier was held on Monday the 7th day of March 1921, at the usual place of meeting at the hour of 2 P. M. in conformity with the provisions of the Municipal Code of the Province of Quebec; at which meeting were present John McCartney, Mayor, Councilors David Lavallee, Wm. Goodfellow, Alfred J. Hicks & Chas. Hicks, forming a quorum of said Council under the presidency of the Mayor – the following resolutions were adopted:-

1 – Moved by Councillor David Lavallee, Seconded by Councillor Alfred J. Hicks and resolved that Thomas Robinson be appointed Councillor in this Municipality in place of Benjamin McNicoll.

2 – Moved by Councillor Chas. Hicks, seconded by Councillor Alfred J. Hicks and resolved that this Council do humble request from the Department of Colon­ization of the Province of Quebec, to assist in gravelling a certain portion of road from the line between St. Ambroise and Valcartier to the Mill Bridge.

3 – Moved by Councillor Alfred J. Hicks, seconded by Councillor Wm. Goodfellow and resolved that this meeting be adjourned.

MUNICIPALITY OF ST. GABRIEL DE VALCARTIER, APRIL 4TH, 1921

A general monthly meeting of the local Council of the Municipality of St. Gabriel de Valcartier, was held on Monday the 4th day of April, 1921, at the usual place of meeting at the hour of 2 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present John McCartney, Mayor, Councilors David Lavallee, Thomas Robinson, Carl Wolff , Chas . Hicks & Alfred J. Hicks, forming a quorum of said Council under the pre­sidency of the Mayor- the following resolutions were adopted:­­

1 – I, the undersigned Sec. Treas certify that I administered the Oath of Office to Thomas Robinson, Councillor of this Municipality.

2 – Moved by Councillor Alfred J. Hicks, seconded by Councillor Thomas Robinson and resolved that Chas. Hicks & David Lavallee, be appointed to examine the water course at Ben McNicoll’s & Robert Douglas’ and report at the next monthly meeting.

 3- Moved by Councillor David Lavallee, seconded by Councillor Thomas Robinson and resolved that this Council intends making at least one mile of permanent improvement during the summer season on the public roads in this Municipality, and to keep the balance in as good repair as possible.

4 – Moved by Councillor Alfred J. Hicks, seconded by Councillor Chas. Hicks and resolved that this meeting be adjourned.

MUNICIPALITY OF ST GABRIEL DE VALCARTIER, MAY 2ND, 1921

A general monthly meeting of the local Council of the Municipality of St. Gabriel de Valcartier, was held on Monday the 2nd day of May 1920, at the usual place of meeting at the hour of 2 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present John McCartney, Mayor, Councilors David Lavallee, Wm. Goodfellow, Thomas Robinson, Alfred J. Hicks and Chas. Hicks, forming a quorum of said Council under the presidency of the Mayor – the following resolutions were adopted :-

1 – Moved by Councillor Wm. Goodfellow , seconded by Councillor Chas . Hicks and resolved that John McCartney be appointed to meet the Road Officer in Roche Platte to explain what is required at Robert Douglas’ and Ben McNicoll’s.

2 – Moved by Councillor Chas. Hicks, seconded by Councillor WM. Goodfellow and resolved that all road officers be notified to have all roads put in proper repair.

3 – Moved by Councillor Wm. Goodfellow, seconded by Councillor David Lavallee and resolved that this Council do ask the Militia Department for a grant of one acre of land on Lot No.97 , known as Mrs. Jones’ Lot, to get gravel to repair the roads in this Municipality.

4 – Moved By Councillor Chas. Hicks, seconded by Councillor Those Robinson and resolved that this meeting be adjourned.

MUNICIPALITY OF ST. GABRIEL DE VALCARTIER, JUNE 6TH, 1921

A general monthly meeting of the local Council of the Municipality of St. Gabriel de Valcartier, was held on Monday the 6th day of June 1921, at the usual place of meeting at the hour of 2 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present John McCartney, Mayor, Councilors David Lavallee, Wm. Goodfellow, Thomas Robinson, Alfred J. Hicks , forming a quorum under the presidency of the Mayor ­the following resolutions were adopted.

1 – Moved by Councillor David Lavallee, seconded by Councillor Wm. Goodfellow and resolved that John Hicks be appointed Conductor for the laying out of the $500.00 over the Mill Hill Road.

2 – Moved by Councillor David Lavallee, seconded by Councillor Wm. Goodfellow and resolved that Thomas Robinson be appointed Road Officer to fill the vacancy of Patrick Corrigan during his absence.

 3- Moved be Councillor Alfred J. Hicks, seconded by Councilor Thos. Robinson and resolved that this meeting be adjourned.

MUNICIPALITY OF ST. GABRIEL DE VALCARTIER, JUNE 11TH, 1921

A Special Meeting of the local Council of the Municipality of St. Gabriel de Valcartier, was held on Saturday the llth day of June 1921, at 5 o’clock P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present John McCartney, Mayor, Councilors David Lavallee, Wm. Goodfellow, Alfred J. Hicks & Chas. Hicks, forming a quorum of said Council under the presidency of the Mayor. This meeting was convened for the purpose of discussing the repairing of the stone wall of the approach to the Jacques Cartier River, bridge. The following resolutions were adopted:­­

1 – Moved by Councillor Chas. Hicks, seconded by Councillor David Lavallee and resolved that the Mayor and Secretary be appointed to go to Quebec to find out particulars about the repairing the approach to the Jacques Cartier Bridge.

2 – Moved by Councillor David Lavallee , seconded by Councillor Wm. Goodfellow and resolved that this meeting be adjourned.

MUNICIPALITY OF ST. GABRIEL DE VALCARTIER, JUNE l8TH, 1921

A Special Meeting of the local council of the municipality of St. Gabriel de Valcartier was held on Saturday the 18th day of June 1921, at the hour of 6 P. M. in conformity with the Provisions of the Municipal code of the Province of Quebec, at the usual place of meeting, at which meeting were present John McCartney, Mayor, Councilors David Lavallee, Thos. Robinson, Carl Wolff, Chas. Hicks & Alfred J. Hicks , forming a quorum of said Council under the presidency of the Mayor. This meeting was convened for the purpose of discussing the repairing of the approach of the Jacques Cartier Bridge, also the opening of the creek to the lake of the Round Mountain. The resolutions were adopted.

1 – Moved by Councillor David Lavallee, seconded by Councillor Chas. Hicks and resolved that this Council do humbly request the Provincial Government, through our Member Mr. Leclerc, for a grant of $400.00 to assist in repairing the approach to the Jacques Cartier Bridge.

2 – Moved by Thomas Robinson, seconded by Councillor Alfred J. Hicks and resolved that this meeting be adjourned.

MUNICIPALITY OF ST. GABRIEL DE VALCARTIER, JULY 4TH, 1921

A general monthly meeting of the local Council of the Municipality of St. Gabriel de Valcartier was held on Monday, July 4th, 1921. at the usual place of meeting at the hour of 2 P. M. in conformity with the provisions of the Municipal Code of the Province of Quebec; at which meeting were present John McCartney, Mayor, Councilors David Lavallee, Wm. Goodfellow, Thomas Robinson, Alfred J. Hicks, Chas. Hicks and Carl Wolff, forming a quorum of said Council under the presidency of the Mayor – the following resolutions were adopted:-

1 – Moved by Councilor Chas. Hicks, seconded by Councillor David Lavallee and resolved that John McCartney, Mayor, do settle with Mrs.A. McCartney for damage done to her crop with stray cattle through the Council’s neglect to repair the fences.

2 – Moved by Councillor Thom. Goodfellow , seconded by Councillor Thomas Robinson and resolved that this meeting be adjourned.

A general monthly meeting of the local Council of the Municipality of St. Gabriel de Valcartier, was held on Monday, the lst day of August, 1921, at the usual place of meeting at the hour of 2 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec  at which meeting were present John McCartney, Mayor, Councilors, David Lavallee, Wm. Goodfellow, Alfred J . Hicks, forming a quorum of said Council under the presidency of the Mayor, the following resolutions were adopted:-

 1- Moved by Councillor Wm. Goodfellow, seconded by Alfred J. Hicks and re­solved that John McBain, be appointed in place of John Leddy to oversee the work of the approach to the bridge over the Jacques Cartier River .

2- Moved by Councillor Alfred J. Hicks, seconded by Councillor David Lavallee and resolved that this meeting be adjourned.

A general monthly meeting of the local Council of the Municipality of St. Gabriel de Valcartier, was held on Tuesday the 6th day of Sept. 1921, at the usual place of meeting at the hour of 2 P, M. in conformity with the Provisions of the Municipal Code of the Province of Quebec at which meeting were present John McCartney, Mayor, Councilors David Lavallee, Thomas Robinson, Carl Wolff, Alfred J. Hicks and Chas. Hicks, forming a quorum of said Council under the presidency of the Mayor – the following resolutions were adopted:-

1 – Moved by Councillor Alfred J. Hicks, seconded by Councillor David Lavallee and resolved that this Council has examined the electoral list belonging to this Municipality for the current year and made the necessary changes thereon.

2 – Moved by Councillor Thomas Robinson, seconded by Councilor Chas. Hicks and resolved that this meeting be adjourned.

MUNICIPALITY OF ST. GABRIEL DE VALCARTIER, OCTOBER 3RD, 1921

A general monthly meeting of the local Council of the Municipality of St. Gabriel de Valcartier, held on Monday the 3rd day of October, 1921, at the usual place of meeting at the hour of 2 P. M. in conformity with the Provisions of the municipal Code of the Province of Quebec; at which meeting were present John McCartney, Mayor, Councilors David Lavallee, Alfred J. Hicks, and Carl Wolff, forming a quorum of said Council under the presidency of the Mayor- the following resolutions were adopted:-

1 – Moved by Councillor Carl Wolff, seconded by Councillor David Lavallee and resolved that Benjamin McNicoll & Robert Douglas be appointed to open the ditches along the road opposite their fronts to carry off the water.

2 – Moved by Councillor David Lavallee, seconded by Councillor Carl Wolff and resolved that Robert Douglas be paid the sum of $6.30 damages for breaking of his automobile.

3 – Moved by Councillor Carl Wolff, seconded by Councillor Alfred J. Hicks and resolved that James Clark, Sec. Treas. be paid the sum of $201.61, for our share of the painting of the bridge over the Jacques Cartier River.

4 – Moved by Councillor Alfred J. Hicks, seconded by Councillor David Lavallee and resolved that the winter road be laid out in the same track as last year and that the keeping of them be sold by Public Auction on Wednesday the 26th October, at 2 o’clock in the afternoon.

5 – Moved by Councillor Carl Wolff, seconded by Councillor David Lavallee and resolved that James M. McCartney, be appointed Auditor in the place of Alfred J. Hicks for the Municipal Accounts for the ensuing year.

6 – Moved by Councillor David Lavallee, Seconded by Councillor Alfred J. Hicks and resolved that this meeting be adjourned.

M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present John McCartney, Mayor, Councilors David Lavallee, Wm. Goodfellow, Carl Wolff, Alfred J. Hicks and Chas. Hicks, forming a quorum of said Council under the presidency of the Mayor – the following resolutions were adopted:­

MUNICIPALITY OF ST. GABRIEL DE VALCARTIER, DECEMBER .5TH, 1921

A general monthly meeting of the local Council of the }.municipality of St. Gabriel de Valcartier, was held on Monday the 5th day of December, 1921, at the usual place of meeting at the hour of 2 P. M. in conformity with the Pro­visions of the municipal Code of the Province of Quebec; at which meeting were present John McCartney, Mayor, Councilors David Lavallee, Wm. Goodfellow, Alfred J. Hicks & Chas. Hicks, forming a quorum of said Council under the presidency of the Mayor – the following resolutions were adopted:­­

1 – Moved by Councillor Chas. Hicks, seconded by councilor David Lavallee and resolved that this Council does levy by  by-law a general assessment of two dollars ($2.00) per hundred dollars on all real taxable property within this Municipality to defray the following expenses:

A meeting of the electors of the Municipality of St. Gabriel de Valcartier was held at Mr. Chas Jack’s on Wednesday the 11th day of January, 1922, at 10 o’clock A. M. for the purpose of nominating three Councilors to take the place of Carl Wolff, David Lavallee & Wm. Goodfellow.

Moved by John Leddy , seconded by John McBain and resolved that the following men be appointed to the respective positions. William Jack, elected, Wm. Goodfellow and David Lavallee, re-elected Councilors for the ensuing term of office.

As there was no opposition to the motion, I the undersigned Presiding Officer, declare the meeting at an end, and that the aforesaid mentioned candidates were duly elected.

A Special Meeting of the local Council of the municipality of St. Gabriel de Valcartier was held on Friday the 17th day of February, 1922, at the usual place of meeting at the hour of 7 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present John McCartney, Mayor, Councilors David Lavallee, Wm.  Goodfellow, Thomas Robinson, WM. Jack, Chas. Hicks and Alfred J. Hicks, forming a quorum of said Council under the presidency of the Mayor. This meeting was convened for the purpose of discussing the case of Henry McBain, the following resolutions were adopted:­­

1 – Moved by Councillor Alfred J. Hicks, seconded by Councillor Wm. Goodfellow and resolved that the Sec. Treas. be authorized to go to Quebec to have a lawyer’s advice concerning Henry McBain’s case .

2 – Moved by Councillor WM. Jack, seconded by Councillor Thomas Robinson and resolved that this meeting be adjourned.

A general monthly meeting of the local Council of the Municipality of St. Gabriel de Valcartier was held on Monday, the 6th day of March, 1922, at the usual place of meeting at the hour of 2 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present John, McCartney, Mayor, Councilors David Lavallee, Wm. Goodfellow, Thomas Robinson, Chas . Hicks , Wm. Jack and Alfred J. Hicks, forming a quorum of said Council under the presidency of the Mayor – the following resolutions were adopted:-

1 – Moved by Councillor Wm. Goodfellow, seconded by Councillor David Lavallee and resolved that Alfred J. Hicks, be appointed Pro-mayor for this Municipality.

 2- Moved by Councillor Chas. Hicks, seconded by Councillor Thomas Robinson and resolved that this Council do appoint the following men to act as Road Inspectors, Valuators and Health Officers of this Municipality for the ensuing term of office .

Andrew Brown for Division No.2, from the line between the 3rd & 4th Concessions to Murphy’s Rocks, also the road to Andrew Brown’s.

Willie Boyd for Division No.3, from Murphy’s Rocks to the Tewkesbury line, also the McClory Road.

Frank Adams for Division No. 4, being the road to Stoneham.

Rural Inspector – Samuel Seeds.

Pound Keeper – Thomas Adams .

Valuators – Wm. Neil, Peter Neil and Wm. Boyd.

Health Officers – Alfred Cartwright and Dan Kack.

3 – Moved by Councillor Alfred J. Hicks, seconded  by Councillor David Lavallee and resolved that this Council do humble request a special grant of $800.00 from the Department of Colonization of the Province of Quebec, to assist in graveling a certain portion of road from Murphy’s Rocks to the line between Dan Kack’s and Willie Boyd’s.

4 – Moved by Councillor Thomas Robinson, seconded by Councillor Chas. Hicks and resolved that this Council do agree to pay Chas. Jack, the sum of $3.00, for a trip to Quebec, for a lawyer’s advice and also John Jack $1.00.

5 – Moved by Councillor Alfred J. Hicks, seconded by Councillor Wm. Jack and resolved that this meeting be adjourned.

A meeting of the electors of the Municipality of St. Gabriel de Valcartier was held at Charles Jack’s on Wednesday the lOth day of Jan. 1923, at 10 in the forenoon, for the purpose of nominating a Mayor & three Councilors to take the place of John McCartney, Thomas Robinson, Chas. Hicks & Alfred J. Hicks.

A Special Meeting of the local Council of the Municipality of St. Gabriel de Valcartier was held on Saturday, May 12th, 1923, at the usual place of meeting at the hour of 7 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present Wm. Neil, Mayor , Councilors Robt. Goodfellow, Wm. Jack, & Alfred Hicks, forming a quorum of said Council under the presidency of the Mayor – the following resolutions were adopted. This meeting is convened for the purpose of passing a resolution to be sent to the Militia Department.

1 Moved by Councillor Robt. Goodfellow, seconded by Councillor Alfred J Hicks, and resolved that this Council do humbly ask the Militia Department for a grant of money to assist in building a concrete floor on Mill Hill Bridge, bordering the Military Camp, the contract was awarded to Mr. Camille Lessard. A meeting of the Electors of the Municipality of St. Gabriel de Valcartier, was held Wednesday, January 14th, 1925, at 10 o’clock in the forenoon for the purpose of nominating a Mayor and three Councilors to take the place of Wm. Neil, Thomas Robinson, Robt. Goodfellow & Alfred J. Hicks.

Moved by Alfred Lepire, seconded by Thomas Robinson that Robt. Goodfellow be elected Mayor .

Moved by Thomas Adams, seconded by Alfred Lepire that Oliver Kiley be elected in place of Robt. Goodfellow, Thomas McBain in place of Alfred J. Hicks & Thomas Robinson re-elected.

As there was no opposition to the motion; I, the undersigned Presiding Officer, declare the meeting at a close and the aforesaid mentioned candidates were duly elected.

A general monthly meeting of the local Council of the Municipality of St. Gabriel de Valcartier, was held Monday, Feb, 2nd, 1925, at the usual place of meeting at 2 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present Robert Goodfellow, Mayor, Councilors Oliver Kiley, Thomas Robinson, Wm. Goodfellow, JamesMcCartney,

Thomas McBain & Wm. Jack, forming a quorum of said Council under the pre­sidency of the Mayor – the following resolutions were adopted:-

I, the undersigned Sec. Treas. certify that I administered the Oath of Office to Robert Goodfellow, Mayor, Councilors Oliver Kiley, Thomas Robinson and Thomas McBain.

 2- Moved by Councillor Thomas McBain, seconded by Councillor Wm. Jack and resolved that Council do pass a by-law concerning compulsory Vaccination.

3 – Moved by Councillor Wm. Jack, seconded by Councillor Wm. Goodfellow and resolved that Thomas Robinson be elected Pro-mayor for ensuing year.

4 – Moved by Councillor James McCartney, seconded by Councillor Oliver Kiley and resolved that this Council humbly request the Department of Colonization for a special grant of $1,500.00 to assist in repairing roads; the money to be spent on the Village Road.

5 – Moved by Councillor Thomas Robinson, seconded by Councillor Thomas McBain and resolved that this meeting be adjourned.

A general monthly meeting of the local Council of the Municipality of St. Gabriel de Valcartier, held on Monday, March 2nd, 1925, at the usual place of meeting at 2 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present Robt. Goodfellow, Mayor, Councilors James McCartney, Thomas McBain and Wm. Jack, forming a quorum of said Council under the presidency of the Mayor – the following resolutions were adopted.

MUNICIPALITY OF ST. GABRIEL DE VALCARTIER, APRIL 6TH, 1925

A general monthly meeting of the local Council of the Municipality of St. Gabriel de Valcartier, was held Monday, April 6th, 1925, at the usual place of meeting at 2 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present Robt. Goodfellow, Mayor , Councilors Oliver Kiley, Thomas Robinson, Wm. Goodfellow, James McCartney, Thomas McBain & Wm. Jack, forming a quorum of said Council under the presidency of the Mayor – the following resolutions were adopte:­

1- Moved by Councillor James McCartney, seconded by Councillor Thomas McBain and resolved that the Sec. Treas. do pay to the insane asylum the sum of $264.10 for the keep of Alfred Cartwright – Dec. 31st, 1924.

2 – Moved by Councillor Wm. Jack, seconded by Councillor Oliver Kiley and resolved that this Council has approved of the vaccination by-law, and a meeting of the electors of this Municipality will be held, May 4th, 1925, at 2 P. M.

3 – Moved by Councillor Thomas Robinson, seconded by Councillor Wm. Goodfellow and resolved that this Council do accept the resolution to have the Municipal Accounts kept in the Bank Canadian National in Loretteville, and Charles Jack, Sec. Treas. of the Municipality should be authorized to sign, accept, draw, endorse and execute on behalf of the Municipality, all such documents, agree­ments, cheques, bills of exchange and to sign and give receipts for cheques and vouchers surrendered to the Municipality, and to certify all or any accounts with the Bank Canadian National, and this resolution shall continue in full force, virtue and effect as between the Municipality and the Bank until written notice of the revocation or cancellation thereof shall have been given to the said Bank.

4 – Moved by Councillor James McCartney , seconded by Councillor Oliver Kiley and resolved that Thomas Adams be notified to have the roads open for wheels, Saturday April llth.

5 – Moved By Councillor James McCartney, seconded by Councillor Wm. Jack and resolved that Alex. Robinson do sign over his road contract to the Council.

6 – Moved by Councillor Wm. Jack, seconded by Councillor Oliver Kiley and re­solved that Jack Lavallee & Ben McNicoll, be notified to have their road kept according to contract.

7 – Moved by Councillor Wm. Goodfellow, seconded by Councillor Oliver Kiley and resolved that Robert Goodfellow, Mayor, be authorized to have a lawyer’s advice about Alex. Robinson money.

8.- Moved by Councillor James McCartney , seconded by Councillor Thomas McBain and resolved that the wages for this year be the same as last year, $2.00 per day for man & $1.00 per day for horse for ten hours.

9 – Moved by Councillor Thomas Robinson, seconded by Councillor Oliver Kiley and resolved that this meeting be adjourned.

A general monthly meeting of the local Council of the Municipality of St. Gabriel de Valcartier was held Monday, May 4th, 1925, at the usual place of meeting at 2 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present Robert Goodfellow, Mayor, Councilors Oliver Kiley, Thomas Robinson, Wm. Goodfellow, James McCart­ney, Thomas McBain & Wm. Jack, forming a quorum of said Council under the pre­sidency of the Mayor – the following resolutions were adopted.

1 – Moved by Councillor James McCartney, seconded by Councillor Oliver Kiley and resolved that Jack Lavallee be paid the sum of $4.OO for work done on Alex. Robinson’s winter road contract.

2 – Moved by Councillor Thomas McBain, seconded by Councillor Wm. Jack and re­solved that the vaccination by-law has been approved by the Electors of this Municipality and come into force May 4th, 1925.

3 – Moved by Councillor Wm. Goodfellow, seconded by Councillor Oliver Kiley and resolved that the Road Officers be notified to have the fences in their Division put in proper repair as soon as possible.

4 – Moved by Councillor Thomas Robinson, seconded by Councillor James McCartney and resolved that this meeting be adjourned.

A general monthly meeting of the local Council of the Municipality of St. Gabriel de Valcartier, was held Monday , July 6th, 1925, at the usual place of meeting at the hour of 2 P. M. in conformitywith the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present Robert Goodfellow, Mayor, Councilors Oliver Kiley, Thomas Robinson, James Mc­Cartney & Thomas McBain, forming a quorum of said Council under the presidency of the Mayor – the following resolutions were adopted:-

1 – Moved by Councillor James McCartney, seconded by Councillor Thomas McBain and resolved that that this Council has examined the Valuation Roll belonging to this Municipality and made the necessary changes thereon.

2 – Moved by Councillor James McCartney, seconded by Councillor Oliver Kiley and resolved that Willie Shea be paid the sum of $37.00 for timber used on bridge in Big Bush.

3 – Moved by Councillor Thomas Robinson, seconded by Councilor Oliver Kiley and resolved that the Road Inspectors be notified to have their portions of road put in proper condition immediately.

4 – Moved by Councillor Oliver Kiley, seconded by Councillor Thomas McBain and resolved that this meeting be adjourned.

A general monthly meeting of the local Council of the municipality of St. Gabriel de Valcartier, was held on Tuesday, Sept. 8th, 1925, at the usual place of meeting at 2 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present Robt. Goodfellow, Mayor, Councilors Thomas Robinson, James McCartney and Thomas McBain, forming a quorum of said Council under the presidency of the mayor – the following resolutions were adopted:-

1 – Moved by Councillor Thomas McBain, seconded by Councillor James McCartney and resolved that Ben McNicoll be notified to have the Big Hill & Chas. Fitz­patrick’s Hill repaired and the loose stones taken off the Basin Hill Road and put in proper repair .

A general monthly meeting of the local Council of the municipality of St. Gabriel de Valcartier, was held Monday Oct. 5th, 1925, at the usual place of meeting at 2 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present Robt. Goodfellow, Mayor , Councilors Oliver Kiley, Thomas Robinson, Wm. Goodfellow & Wm. Jack, forming a quorum of said Council under the presidency of the Mayor – the following resolutions were adopted-

2 – Moved by Councillor Thomas Robinson, seconded by Councillor Oliver Kiley and resolved that the winter keeping of roads in this Municipality be set by tenders to be opened Oct. 28th 1925, at 6 o’clock in the evening.

A Special Meeting of the local Council of the municipality of St. Gabriel de Valcartier was held Wednesday, Oct. 28th, 1925, at the usual place of meeting at 6 P. M. in conformity with the Provisions of the Municipal Code of the Pro­vince of Quebec; at which meeting were present Robt. Goodfellow, Mayor, Councilors Thomas Robinson, James McCartney & Wm. Jack, forming a quorum of said Council under the presidency of the Mayor – the following resolutions were adopted. This meeting was called to open the tenders for the winter keeping of roads in this Municipality.

2 – Moved by Councillor Oliver Kiley, seconded by Councillor Wm. Jack and re­solved that Robt. Goodfellow, Mayor, be appointed to go to Mr. Lavigeur to see about the building of a bridge at Chas. Fitzpatrick’s Hill.

3 – Moved by Councillor James McCartney, seconded by Councillor Thomas Robinson and resolved that Robt. Douglas be notified to have his portion of road brushed out and ditches cleaned & also Jack Lavallee be notified to have his road brushed out.

A general monthly meeting of the local Council of the Municipality of St. Gabriel de Valcartier, was held Monday, August 2nd, 1926, at the usual place of meeting at 2 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present Robt. Goodfellow, Mayor, Councilors Oliver Kiley, Thomas Robinson, Wm. Boyd, James McCartney, Thomas McBain & Wm. Jack, forming a quorum of said Council under the presidency of the Mayor – the following resolutions were adopted:-

 1- Moved by Councillor Oliver Kiley, seconded by Councillor Thomas Robinson and resolved that the Valuation Roll that was made by the Valuators in this Municipality be accepted by the Council.

2 – Moved by Councillor Wm. Jack, seconded by Councillor Thomas McBain and resolved that Thomas Robinson be authorized to put a culvert in the road where it is need in front of his property.

A general monthly meeting of the local Council of the Municipality of St. Gabriel de Valcartier was held Tuesday, Jan. 3rd, 1928, at the usual place of meeting at 2 P. 1 – Moved by Councillor Jos. Hicks , seconded by Councillor Wm. Jack and re­solved that the Sec. Treas. be authorized to write to Mr. Hamel, Road Engineer, to find out what steps have to be taken for the Minister of Roads to take over the gravel portion (5,600 feet) of Mill Hill Road.

A meeting of the Electors of the Municipality of St. Gabriel de Valcartier was held Wednesday, Jan. 11th, 1928, at ten o’clock in the forenoon, for the purpose of nominating three new Councilors to take the place of those retiring.

Moved by James McLaughlin, seconded by Jos. Hicks, that Wm. Jack, Wm. Boyd & James McCartney, be re-elected as Councilors.

As there was no opposition to the motion, I, the undersigned Presiding Officer, declare the meeting at a close and the aforementioned candidates duly elected.

A general monthly meeting of the local Council of the Municipality of St. Gabriel de Valcartier was held Monday, Feb. 6th, 1928, at the usual place of meeting at 2 P. 2 – Moved by Councillor James McLaughlin, seconded by Councillor Jos. Hicks and resolved that this Council do ask the Minister of Roads for a grant of $1000.00, one thousand dollars on the 50 percent plan to gravel the Settlement Road.

3 – Moved by Councillor James McCartney, seconded by Councillor James McLaughlin and resolved that Wm. Jack, be appointed Pro-mayor for the ensuing year.

A general monthly meeting of the local Council of the municipality of St. Gabriel de Valcartier was held Monday the 5th day of March, 1928, at the usual place of meeting at 2 P. 3 – Moved by Councilor Wm. .Jack, seconded by Councillor James McLaughlin and resolved that this Council do appoint the following men to act as Road Inspector Valuators, Auditors and Health Officers for the ensuing term of office.

A Special Meeting of the local Council of the municipality of St. Gabriel de Valcartier was held Thursday, April 26th, 1928, at the usual place of meeting at 2 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec; at which meeting were present Alfred J. Hicks, Mayor, Councilors Frederick Kack, Wm. Boyd, James McCartney, James McLaughlin, Jos. Hicks, & Wm. .Jack, forming a quorum of said Council under the presidency of the Mayor, the following resolutions were adopted. This meeting was called for the pur­pose of settling some road damages .

1 – Moved by Councillor Wm. Jack, seconded by Councillor James McCartney and resolved that Allen Neil be notified to attend a meeting of the local Council on Monday, May 8th, 1928, to prove to his account.

2 – Moved by Councillor James McLaughlin, seconded by Councillor Frederick Kack and resolved that Robt. Douglas be notified to attend the meeting of the local Council on Monday, May 7th 1928, to prove to his account.

3 – Moved by Councillor James McCartney, seconded by Councillor Wm. Boyd and resolved that this meeting be adjourned.

MUNICIPALITY OF ST. GABRIEJJ DE VALCARTIER, MAY 7TH, 1928

A general monthly meeting of the local Council of the Municipality of St. Gabriel de Valcartier, was held Monday May, 2nd 1928, at the usual place of meeting at 2 P. M. in conformity with the Provisions of the Municipal Code of the Province of Quebec at which meeting were present Alfred J. Hicks, Mayor, Councilors Frederick Kack, Wm. Boyd, James McLaughlin, Jos. Hicks & Wm. Jack, forming a quorum of said Council under the presidency of the Mayor – the follow­ing resolutions were adopted:-

1 – Moved by Councillor James McLaughlin, seconded by Councillor Frederick Kack and resolved that Allen Neil’s case be left over to another meeting and $5.00 be kept back of Cecil McBain’s winter road money until next meeting.

 2- Moved by Councillor Frederick Kack, seconded by Councillor Wm. Jack and resolved that Robt. Douglas be paid the sum of $2.50 for breaking shafts and to be deducted from Herbert Hicks road money.

 3- Moved by Councillor Frederick Kack, seconded by Councillor Jos. Hicks and resolved that James McLaughlin & Wm. Boyd be appointed to go to James M. A. McCartney’s property to see what damage has been done to his property.

4 – Moved by Councillor Wm. Jack, seconded by Councillor Wm. Boyd and resolved that Thomas Robinson be notified to have a portion of the McClory Road repaired and also a railling on both sides of the bridge at Willie Boyd’s.

5- Moved by Councillor Wm. Jack, seconded by Councillor Frederick Kack and resolved that the Mayor be authorized to make a deal with Chas. Hicks about gravel.

6 Moved by Councillor James McLaughlin, seconded by Councillor Wm. Boyd and resolved that Chas. Hicks be paid the sum of $2.50 for repairing H. Wolff’s winter road and to be deducted from H. Wolff’s winter road money.

 7- Moved by Councillor Jos. Hicks, seconded by Councillor James McLaughlin and resolved that this meeting be adjourned.
